    Abstract: The years between the Nineteenth and Twentieth Party Con­ gresses of the Communist Party of the Soviet Union comprise one of the most eventful periods in the history of the USSR. It opened with the first CPSU gathering in 13 years at a time when the Soviet Union was beset by serious domestic and foreign difficulties and was passing through a transitional period in its development. It witnessed the death of J. V. Stalin who had exercized unquestioned authority for a quarter of a century; it felt the impact of the sweeping changes undertaken by his successors as they sought to cope with the immense problems facing the new regime; and it culminated in the Twen­ tieth Party Congress which marked the closing of one phase of the post-Stalin era and the opening of an equally challenging newone. It would be mistaken to consider this period between October 1952 and February 1956 as an isolated unit. In fact, most of its salient features have their roots deep in the past and the full implications of the momentous changes undertaken after Stalin's death have yet to be felt. Nevertheless, it does provide a convenient - although arbitrary - demarcation of an im­ portant phase of Soviet history. I wish to express my gratitude to Prof. Dr. C. D. J. Brandt under whose expert guidance this study was undertaken and written.

    Abstract: The work of which this is an English translation appeared originally in French as Precis de logique mathematique. In 1954 Dr. Albert Menne brought out a revised and somewhat enlarged edition in German (Grund­ riss der Logistik, F. Schoningh, Paderborn). In making my translation I have used both editions. For the most part I have followed the original French edition, since I thought there was some advantage in keeping the work as short as possible. However, I have included the more extensive historical notes of Dr. Menne, his bibliography, and the two sections on modal logic and the syntactical categories (§ 25 and 27), which were not in the original. I have endeavored to correct the typo­ graphical errors that appeared in the original editions and have made a few additions to the bibliography. In making the translation I have profited more than words can tell from the ever-generous help of Fr. Bochenski while he was teaching at the University of Notre Dame during 1955-56.     Abstract: Maximilian Harden, editor of the magazine Die :(,ukunft (The Future), which appeared weekly from 1892 until 1922, was Wilhelminian Germany's greatest publicist. Bismarck and Clemenceau as well as Max Reinhardt and Pirandello recognized his political and literary genius. Thomas Mann sent early works to him with the inscription: "To the hero and savior";1 and when Paul Valery learned that Harden had attended one of his lectures, he wrote that there was "nothing more flattering and. . . intimi­ dating than to know that you were among those who had listened to me. "2 Today Harden is misunderstood, if not forgotten. It is known that he was an actor who turned to journalism and became famous as a champion of the retired Bismarck. He was the most persistent and daring critic of Kaiser Wilhelm II. He befriended Friedrich von Holstein, the disgraced "evil genius" of the Foreign Office. He entered the First World War a flaming patriot, but later became the voice of the "good German. " He vainly aspired to a post of high responsibility under the Weimar Repub­ lic; and he died in 1927, allegedly a bitter, misanthropic radical. His name is associated with the homosexual scandals of 1907-1909, which were the result of his public campaign against Prince Eulenburg, the Kaiser's close friend and advisor. More than anything else, the Eulenburg affair has obscured Harden's accomplishments as the master critic and guide to a generation of German intellectuals and politicians.

FEIBLEMAN The knowledge of methodology, which is acquired by means of formal education in the various disciplines, is usually com­ municated in abstract form. Harmony and counterpoint in musical composition, the axiomatic method of mathematics, the established laws in physics or in chemistry, the principles of mathematics - all these are taught abstractly. It is only when we come to the method of discovery in experimental science that we find abstract communication failing. The most recent as well as the greatest successes of the experimental sciences have been those scored in modern times, but we know as yet of no abstract way to teach the scientific method. The astonishing pedagogical fact is that this method has never been abstracted and set forth in a fashion which would permit of its easy acquisition. Here is an astonishing oversight indeed, for which the very difficulty of the topic may itself be responsible.

    Abstract: This book in its entirety as well as in each of its parts is an outline of the problems under discussion. The subject matter of some eighty sections of the book is extensive; it could, indeed, be presented by ex­ perts in as many volumes. This study offers an attempt to formulate a synthesis, however difficult, of the vast amount of available material. Unlike the well-known standard Introductions to International Law which deal with all the major fields of international law, this book treats exclusively the present conceptions of that law as expressed in legal literature, international treaties and other agreements, inter­ national judgements and awards, governmental and diplomatic state­ ments and the like. Special attention is devoted, in several chapters of the book, to the "teachings of the most highly qualified publicists of the various nations" which are considered by Article 38 paragraph 1 (d) of the Statute of the International Court of Justice as "subsidiary means for the determination ofrules of law. " An endeavor is made to ascertain whether in certain fields of the theory of international law a "Communis opinio doctorum" has either been reached or is in the process of achievement. Some readers may consider that there are too many quotations from writings of publicists; others will certainly feel - as does this writer - that too many outstanding international lawyers have not been included.

    Abstract: The purpose of this bibliography is to serve as a medium for informing those interested about the contents of books and articles which have thus far appeared dealing with the above-mentioned three cultures. Anthropology here is used in its widest sense: Physical anthropology, ethnology, cultural anthropology, archaeology and ethno­ history. l In view of the fact that Kennedy's bibliography has recently been brought up to date,2 a few words of explanation to justify this bibliography are necessary. This work attempts at completeness, that is to say, the items (especially found in missionary journals) which have been overlooked by those who did the splendid job of revising Ken­ nedy's bibliography, have been included here. Only those items which the present compiler was not able to get hold of have been left unannotated. In other words nearly every item listed here has been read or skimmed through. Moreover those pieces which have hardly any value or relevance to these cultures but which, none the less, are found listed in Kennedy (e. g. Buys under Nias) have been precluded from consideration here. Likewise those (few) articles dealing with modern developments which were uncovered have been listed here as well, contrary to the policy taken by the compilers of Kennedy's revised edition. Needless to say the debt one owes to these compilers for such a work as this - indeed for almost any research which one undertakes dealing with Indonesia - is untold.

    Abstract: The Classical economist of the 19th century, with his faith in the ultimate efficiency and equity of free, impersonal markets, would certainly be amazed and dismayed by the developments in foreign exchange markets during the last thirty-five years. With the exception of the United States no important trading nation in the world of today maintains a freely convertible currency. On the contrary, each nation maintains a more or less comprehensive system of controls over the receipts and payments which can be effected in international markets. Recent efforts to reduce the extent and rigor of exchange regu­ lation, notably in Western Europe, have yielded modest results; it seems unlikely, however, that foreign exchange transactions will ever again be completely free of controL Foreign exchange control, with a greater or lesser degree of bilateralism, is a product born largely of necessity. Two world wars and a major world-wide depression so distorted the pattern of world trade and investment that free markets were simply unable to achieve their "normal" automatic adjustment. Ex­ change control, on the other hand, has demonstrated its efficiency as a means of maintaining a semblance of order in disorganized international markets. Unfortunately, however, exchange con­ trol also has great possibilities for further distortion of the pat­ tern of world trade, for discrimination, and for economic ex­ ploitation - for economic effects generally considered undesirable.

    Abstract: Some years ago the N etherlands Research Committee for European Refugee Problems commissioned an investigation into the adjustment problems of foreigners who for various reasons have taken refuge in the Netherlands. This investigation is of great interest. In these times of rapid change we all have our problems of adjustment. How very much greater these problems must be for those who had to leave all they cherished behind them and start all over again in new and strange surroundings. I wholeheartedlyendorse the Committee's initiative in publish­ ing in this monograph the main results of the investigation. These results should be useful in the work of the organizations concerned with refugee welfare. But in wider circles, both in the Netherlands and abroad, this publication should also awaken interest in the refugee question in general and the situation of refugees in the Nether­ lands in particular. How necessary this interest still is has been shown once again by the recent events in Hungary, which brought untold misery to many thousands. These Hungarian refugees and countless others who before them fled can best be helped to adjust to the new patterns of life if all who in their daily lives come into contact with them approach them in the right way. But to be able to do that we must first realize the difficulties the refugees have to contend with. Therefore the study of this monograph should be of posi­ tive value to many people.

New York March,1956 INTRODUCTION One axiomatic premise of this study is that capitalism is an embodiment of Smithian principles. Hence the interpretation of Smith's teaching must also be an interpretation of capitalistic society. A second such premise is that it is at least as likely that Smith had a single view of existence that pervaded both his books as that he had two views of existence which contended in each of his books. Hence the possibility is not excluded that the tension of outlooks reflected in Smith's writings betokens not an inconsistency but an intention.

    Abstract: The royalists of the puritan revolution. although amply noticed in martyrologies and other forms of contemporary writing. have since been largely neglected. and no comprehensive modem account has previously been published. The late Sir Charles Firth's paper. "The Royalists under the Protectorate. " 1 was originally intended as a lecture. was necessarily rather brief. and covers only part of the period examined in this study. However. I am under heavy obligations to it as will appear. Dr. Keith Feiling's study of the Tory party. while touching upon the civil­ war years. is naturally primarily concerned with the period after 1660. 2 A need exists. therefore. for a fresh examination of the history of the royalists. based not only on their own accounts of their hardships. but on other material as well. Such an inquiry should elucidate the development of the royalists as a party and the history of the various revolutionary governments of the times. It should furnish as well an essential introduction to the history of the restoration settlement and to the later history of parties. To supply such an investigation is the purpose of this study. Emphasis throughout has been on the economic and social conditions of the royalists. as the story of their military contributions to the king and of their plots against the revolution­ ary governments has been adequately treated in the standard historical accounts. No attempt has been made to discuss the royalists' place in the intellectual history of the age.

    Abstract: The aim of the critical bibliographies, compiled on the initiative of the Board of Directors of the Royal Institute of Linguistics, Geography and Ethnology, is to draw attention to the data on Indonesian lin~ guistics and cultural sciences collected in the past, and to provide guidance in this field. It so happens that these data were often published in journals with a limited circulation, whilst these journals are only available in a few places. Moreover, most of them are only accessible without difficulty to those workers in the fields of Indonesian linguistics and cultural sciences who possess some knowledge of the Dutch language. Apart from providing information, these bibliographies also have an other object, viz. to prevent that meritorious scholarly work would be lost due to the purely fortuitous circumstance - which, however, in actual practice is unfortunately of decisive importance - that this work is not written in a world language and that it cannot be every­ where easily consulted. The Board therefore hope at the same time to break with the slightly provincialistic nature which for evident reasons used to be characteristic for the studies in language and culture of Indonesia. The Board hope to be able to prevent that new research should have to start unnecessarily again at the very beginning, and also to contribute to a more rapid progress of scientific research in this field by means of a regular publication of these critical reviews of pubIications.

    Abstract: "The Ethnic German Refugee in Austria 1945 to 1954" is an objective book and that is why the reading of this extremely interesting study creates a feeling of sadness, but at the same time a conviction that it is still possible to alleviate the grief of the numerous refugees in Austria, provided properly co-ordinated assistance is offered. The resultant feeling of sadness, which is most acute, is due to the characteristic of this book in which facts and figures are given in a purely scientific and sober manner, thus driving home the truly horrible human folly that was at the bottom of two world wars. Millions of people were turned from house and home, people for whom the very notion of "native country" has become a lata morgana. As flotsam and jetsam they have drifted to lands and places where they are not at all or barely welcome, and where, on the whole, they cannot find a permanent and humane existence. This thorough study which is averse to sentimentality cannot fail to make a deep impression on the reader. Allowance is made for the difficult position in which Austria found herself after the first world war, and especially after the second; it is granted that nevertheless much has been done for the refugees there. Further it cannot be ignored that various official and private agencies have contributed greatly to lighten the burden of the refugees.

    Abstract: Books begin as ideas. The suggestion for this one came from my mentor and friend, Hajo Holborn of Yale University. To him I am indebted for a series of challenging and rewarding experiences in the study of history. This work started as a routine dissertation on a limited subject, developed into a rejection of several generally accepted notions about German history, and finally opened out upon some broader perspectives of the modern Western world. In pursuing my topic I have tried to remain consistent and true to a fundamental conviction: that ideas cannot be dissociated from the men and situations that give birth to them, or from the changing characteristics of later men and later situations that use or affect the earlier ideological heritage. Politics by slogan is an aspect of man's activity that has its obvious, serious defects. These imperfections become more menacing when they are enshrined as history by slogan in the service of whatever cause. To counteract this tendency I have tried to tie the ideas of mid­ European integration clearly to specific persons or situations at every stage of development. Without such anchorage ideas will billow into slogans or evaporate into loose generalizations.

    Abstract: It amounts to a truism to say that amongst the great problems left by the Second Great War very few called for national and international planning so urgently as the problem of human migrations. During and after the conflicts a mass displacement of population was brought to bear heavily on the demographic situation of Western Europe. On the other hand, in the turmoil of the aftermath some western countries came to lose, one by one, their African and Asiatic colonies, and were in consequence deprived of an outlet for their surplus population. The economic implications of the problem were tremendous. Where to find a remedy to such a tragic situation? I would not venture to say that large scale migrations are like­ ly to bring about, all by themselves, a harmonious distribution ~f population. It must be recognized, nevertheless, that economists and geographers alike are ready to admit that this problem, and the problem of economic pressure which derives therefrom, cannot be satisfactorily settled unless a well devised policy of regulation is set up, in order to bring all manpower available closer to the natural resources of wealth. It follows that in the present days the migration policy of any given country has to be considered in the light of international co-operation. This planetary vision of all great human problems is a welcome sign of our times.

    Abstract: This little book has been written at the suggestion of the Society for the Protection of Science and Learning. That body was the successor of the Academic Assistance Council which was formed in 1933 by heads of British Universities and learned Societies to assist scholars and scientists and investigators "who, on grounds of religion, political opinion or race, were unable to carryon their work in their own country". They were, at the time of the formation of the Society, particularly, but not exclusively, refugees from Nazi oppression, and deprived of their academic posts on one of these grounds. But they soon embraced refugees from other tyrannies. The British example was followed by similar efforts in many countries. The National and International effort, initiated in 1933 on behalf of academic freedom, is still far from completed. For the persecution of free thought and research has become an endemic ill of our time, and calls for a continuous activity of the free Universities. The major task, however, of saving for science and scholar­ ship the victims of Nazi persecution has been accomplished, and most of the academic societies which were formed in the Thirties to take up the challenge have been dissolved. It seems opportune then to place on record this effort of cultural soli­ darity for the displaced scholars, and the contribution which has been made to the world's intellectual life by those who were rescued.

    Abstract: As Mr Petersen points out in this study, since the war there has been a very strong belief in the Netherlands that emigration is necessary. Even those who never before occupied themselves with these matters now speak of the large natural increase, the overpopulation, and the lack of opportunities in the Netherlands. Thousands are considering the possibility of leaving their home­ land and creating a new existence for themselves overseas. It is a mistake to suppose, however, that these ideas stem from the special demographic and economic conditions that arose in the Netherlands since the war; the opposite is the case. From this point of view, there has never been less reason for emigrating during the past decades than in these postwar years. As far as the demographic situation is concerned, by 1930 the natural increase had decreased markedly as compared with the preceding decades, so that the number of young persons entering the labor market after the war has been relatively small. On the other hand, there have been more openings in industry and in other sectors of the economy than ever before, so that unemploy­ ment pretty much disappeared. Only in 1951 did it again become at all significant.

    Abstract: Dr de Gadolin's study calls attention to a country, a people, and a problem about which in general much too little is known outside Finland. To the extent that it was possible, the valiant and industrious Finnish people have endeavored to overcome the difficulties created by two wars and the consequent onerous peace terms. One of the most stupendous problems was that of the Finnish refugees evacuated from the Karelian isthmus, Salla, Petsamo, and the leased peninsula of Porkala. The lost territory, with a total area of 45,000 square kilometers, had important industrial plants and traffic networks, including the very important Saima Canal, and large expanses of arable land and forest. Some 450,000 persons, or 12 percent of the total population at that time, had to be resettled in the remainder of Finland, particularly in the southern provinces. In his detailed description of how this difficult problem was solved, even if at the cost of a sharpened inflation, Dr de Gadolin strongly emphasizes the financial and economic aspects. It is fortunate for Finland that, though situated within the Russian sphere of influence, it nevertheless belongs to the Swedish-Finnish neutral bloc, and thus was able to maintain its economic relations with the West.

    Abstract: Professor Hofstee has collected together, in compact and highly readable form, some of the most important conclusions so far reached in the study of selective aspects of internal and external migration. Of still greater value, however, than this sum­ mary of findings, and more stimulating to those of us who are directly concerned with demographic research, are Professor Hofstee's comments on the undocumented hypotheses with which the literature of migration abounds, and his suggestions concern­ ing the kinds of questions to which objective answers are needed if effective progress is to be made in this branch of social studies. The study of migration has had a curiously unsatisfactory history. Statistics of migration developed as by-products of governmental policy and, even so, with scant regard to those ques­ tions on which light needed to be thrown if policy was to have a sound basis. And as, for long periods, internal movement was not considered a fit subject for policy, the statistics in that field tended to be even less useful. In many countries, net balances of movement by major administrative areas were the only indicators that could be obtained. No less important, however, as an expla­ nation of the unsatisfactory state of the subject is the fact that so much of non-governmental research has been piece-meal and un-coordinated - often of considerable interest in itself but, as is the case with sociology in general, not building up into a systematic structure.

    Abstract: The study by Dr Friedrich Edding is, as far as I can see, the first paper to treat the economic side of the Refugee problem in Western Germany in an impartial form, showing, on the basis of new figures, its positive as well as its negative aspect and effect. Anyhow it may be of some use to underline - from the "bird's-eye view point" of Basle - some of his conceptions and conclusions and to throw some light on the sociological background which makes this particular problem the hard core of the social and political situation of Western Germany - and probably of Western Europe as well. Firstly: it must be noted that this scientific analysis supports neither the optimists nor the pessimists. The optimists are bound to admit that the stimulus provided by new manpower and entrepreneurial initiative is more than counterbalanced by lack of capital and by the need for considerable aid in the form of housing, clothes and money for millions of refugees who are old, sick or for other reasons unable to work. The pessimists are bound to admit that the burden of 9 million immigrants is an enormously stimulating challenge to Western Germany and that this burden is partly counterbalanced by the new firms, methods and techniques which owe their foundation, application or development respectively to the Refugee entrepreneurs, cattle-breeders or seed-growers.

    Abstract: The publications of the Research Group for European mi­ gration problems represent studies by independent writers. These studies do not form an integrated whole, but are inter­ related by their subject, namely, European and international migration. The topic is, therefore, approached in various ways, like a discussion in which experts from different spheres of activity expose their views on population in Europe. The writers not necessarily always agree in their opinions. The series must do surely be all the more valuable be~ause of this, since the solution of the problem of over-population in Europe is of such great importance as to deserve a wide, multilateral approach. The author of the present publication, Mr. H. A. Citroen, is an official of the International Refugee Organization (I. R. O. ). It is not surprising that his approach should differ from that of Dr Hilde Wander, the author of the first publication of the series 1). Dr Wander has stressed the present demographic trends in the more important Western European countries, and the possibility of the absorption of an ever increasing number of workers into the economy of Europe itself. She is mainly thinking in terms of the integration of Europe. Mr. Citroen's idea, on the other hand, is that of "one world.
