    Abstract: Public long-term care services represent an interesting illustration of a particular type of commitment on the part of the welfare state, mainly because such services tend to involve more binding forms of reciprocity than in most other services. This book explores the implications of this reality in further detail with the aim of providing a deeper insight into the welfare state as an emergent phenomenon and into what we conceptualize as a “welfare state experiment” – the case of Scandinavia. Our ambition is to advance a historical and multi-scalar analysis of this experiment by exploring how key tenets of the welfare state are changing in the light of neoliberalism and the contemporary crisis of social reproduction conceived of as a “care crisis”.     Abstract: Social reportages are written by reporters who fight for the weak and expose injustices. So it is said in the profession, in handbooks and among the genre’s supporters. But what is hidden behind the ideal? And what does the commitment look like when it is converted into text? This book highlights reportages by some of the 20th century’s most celebrated Swedish reporters and examines the ways in which their texts convey a commitment to the reader. The narratologically based analyses are performed against a background of changing ideas about a reporter’s role in society. It turns out that the commitment is often time-related and can be counteracted by generalizing values about the depicted people. Here, the difference between empathy and compassion becomes crucial. The selected reporters represent Swedish social reportage at central turning points within the tradition.     Abstract: This open access handbook describes foundational issues, methodological approaches and examples on how to analyse and model data using Computational Social Science (CSS) for policy support. Up to now, CSS studies have mostly developed on a small, proof-of concept, scale that prevented from unleashing its potential to provide systematic impact to the policy cycle, as well as from improving the understanding of societal problems to the definition, assessment, evaluation, and monitoring of policies. The aim of this handbook is to fill this gap by exploring ways to analyse and model data for policy support, and to advocate the adoption of CSS solutions for policy by raising awareness of existing implementations of CSS in policy-relevant fields. To this end, the book explores applications of computational methods and approaches like big data, machine learning, statistical learning, sentiment analysis, text mining, systems modelling, and network analysis to different problems in the social sciences. The book is structured into three Parts: the first chapters on foundational issues open with an exposition and description of key policymaking areas where CSS can provide insights and information. In detail, the chapters cover public policy, governance, data justice and other ethical issues. Part two consists of chapters on methodological aspects dealing with issues such as the modelling of complexity, natural language processing, validity and lack of data, and innovation in official statistics.     Abstract: This open access book provides a current view on education, equity and inclusion within the lens of education for a sustainable North. The first book published by the University of the Arctic Thematic Network for Teacher Education for Social Justice and Diversity (Including the North: A comparative study of the policies on inclusion and equity in the circumpolar North, 2019) highlighted policies of inclusion and equity in education in national and regional contexts. This new book explores in more depth the provision of education across the north, focusing on challenges and innovations in meeting the needs of diverse learners in remote and rapidly changing contexts. While many texts address issues of equity, inclusion and diversity, they are almost all focused on the global South, and miss the lessons that can be learned from Northern regions. This book offers an extended essay on teaching and learning through various perspectives and experiences with the aim of creating a more sustainable North. It is structured around two main themes: 1) Supporting Teachers for Diversity and Inclusion in the Classroom including consideration of language and identity issues, 2) Engendering community solutions to structural and geographical challenges in education in the circumpolar north

    Abstract: This open access book explores the history of pellagra, a vitamin deficiency disease brought about by a shift in agriculture to maize, and which was first identified in Italy in the 1760s. With a focus on the insanity that was caused by the disease, the authors examine how thousands of patients were treated in Italian psychiatric asylums, shedding light on the sufferer’s point of view. Setting pellagrous insanity in a wider context of man-made or societal (anthropogenic) disease, where poverty, diet and disease meet, the book contributes to the history of medicine and science, the history of psychiatry, economic and social history, agrarian history, and food and nutrition history. Additionally, the authors aim to transnationalise Italian history by making comparisons with related issues, such as tertiary syphilis in the UK. Drawing from a wide range of printed and archival sources, including the writings of Italian medical investigators, the book examines how medical and scientific research was carried out during the long nineteenth century and the uncertainties that this engendered, in terms of classification, explanation, diagnosis and treatment. The interdisciplinary research methodologyintegrates the joint visions of multiple theoretical fields; in addition to the more specific one of drawing, alsothe ergonomic, pedagogical, museum sector and the neuroscience area. The author aims to fill some gaps,found in the investigated context, about human perceptual answers to the VR representation, shifting the focusof attention, from the technological aspects of the digital tool to the user. This way, the research increases thepotential of virtual reality as an educational and inclusive medium. Starting from these assumptions, the study deals with a profound analysis of the perceptive responses in the relationship between man and architecturalspace, both in the neurotypical context and in the autistic scenario, to explore the role of the drawings disciplineas a guide in the interpretation of spatial morphologies for people with perceptual impairments. Comparing theanalytical phase’s output data, the research develops the main design objectives aimed at developing theguidelines tool for the autism-friendly virtual environment design. This way it overcomes the gaps of previousexperiments considering all the factors analyzed in the preliminary study phases, human and ergonomicfactors, perceptive, educational, and inclusive. The drawing disciplines, acting as an interdisciplinary medium,provide the most appropriate operational tools for achieving the preset objectives.     Abstract: La ricerca si colloca nel settore scientifico disciplinare del disegno focalizzando l’attenzione sulle problematiche dell’autismo e sulla possibilità di guidare la percezione dello spazio architettonico attraverso il ricorso alla realtà virtuale. Lo studio intende ribadire la necessità che le discipline della rappresentazione possano contribuire in maniera determinante a un ambito di ricerca finora dominato dalle sole discipline mediche, pedagogiche e tecnologiche costituendosi, non solo come interprete della sintassi spaziale, ma anche come medium interdisciplinare per osservare con una nuova ottica i dati di output della sperimentazione. La trattazione, per il suo carattere polifunzionale, integra le visioni congiunte di più ambiti teorici; oltre a quello più specifico del disegno, anche il settore ergonomico, pedagogico, museale e l'area delle neuroscienze. L’autrice si propone di colmare alcune lacune, riscontrate nell’ambito di studi indagato, sulla risposta percettiva legata alla rappresentazione in VR spostando il focus d’attenzione, dagli aspetti tecnologici dello strumentodigitale, all’utente, con lo scopo di incrementare il potenziale della realtà virtuale come medium educativo e inclusivo. Partendo da questi presupposti, lo studio affronta una profonda analisi delle risposte percettive nel rapporto uomo-spazio architettonico, sia in ambito neurotipico che nello scenario autistico, per approfondire il ruolo della disciplina della rappresentazione come guida nell’interpretazione delle morfologie spaziali per persone con compromissioni percettive. Dal confronto dei dati di output delle ricerche studiate, scaturisce l'esigenza di linee guida per la progettazione delle ambientazioni virtuali che, superando le lacune delle precedenti sperimentazioni, tenga conto di tutti i fattori analizzati nelle fasi di studio preliminari, fattori umani ed ergonomici, percettivi, educativi, di inclusività e in cui la disciplina della rappresentazione, ponendosi cometramite interdisciplinare, fornisca gli strumenti operativi più opportuni per il raggiungimento degli obiettivi prefissati.     Abstract: How did individual and social aspects influence depression feelings during the pandemic? In this paper, we analyse the data collected through a survey conducted in the second half of 2021 among a convenience sample of Italian adults. The survey was aimed at highlighting how Italians experienced the pandemic and the way they perceived their future. A total of 556 Italians answered the CAWI survey. The analyses of the collected data show that, while having been infected by the virus or having had a family member infected by it did not influence the depression level, other individual characteristics and subjective feelings did. In particular, being female, younger, having had low trust in information delivered by television, no experiences of smart working or remote learning, little support from friends and family, and being unable to imagine the future increased the likelihood to feel higher levels of depression. Being able to imagine the future mediated the relationships of age and smart working or remote learning experiences with depression. The results indicate that, having a lower ability to imagine the future, younger people and individuals who did not work or study remotely have also a greater tendency to feel depressed

    Abstract: Likely, the after-pandemic world won’t be as it used. To properly imagine and build our future, we should forget the progressive growth of past times and even the concept of “normality” of pre-pandemic years is going to change inasmuch as a new social concept is coming true ("surprise free" scenarios are no longer contemplated). The disposition of Italians towards their future was surveyed with three indicators: 1) the depression rate as measured with PHQ9, a standard psychological test for clinical depression measurement; 2) the pro-activeness orientation, as measured with an 8-item psychological test; and 3) the clearness rate of own future vision, as measured with a focused, dichotomous question. The indicators have been measured through a convenience sample on Italian adults during the second half of 2021. The analysis showed that the fear of contagion and the never-ending emergency due to Covid-19 pandemic caused such a psychological awkwardness to repress the disposition of Italians towards their possible futures. The repression was harder on youngsters, living alone persons, disrupted families, and people with psychic and/or depressive symptoms. A regressive model was furtherly fit on the collected sample. It showed multiple determinants of the future repression, say, that the fear of contagion was more relevant than the contagion itself and the uncertainty about the pandemic end was as disheartening as the contagion risk for the yearning hope of a positive after-pandemic lifestyle

    Abstract: The 2030 Agenda has been adopted to achieve a better and sustainable future for all. The process of approaching its 17 Sustainable Development Goals is monitored through a global system of 240 statistical indicators approved in March 2016 by the United Nations Statistical Commission. Sustainable Development Goal 5 seeks to achieve gender equality and empowerment all women and girls: it is broken down into 9 targets. According to these targets, indicators are being established for monitoring and evaluating progress on SDG in order to ensure high transparency and accountability within the 2030 Agenda. A gender equality plan will typically address several issues at once, leading to a complex set of measures. Nonetheless, effective monitoring and evaluation instruments are often lacking, which undermines the transformative potential of the planned measures. If objectives are not indexed on relevant progress, success or outreach indicators, it is difficult to assess whether the organisation is actually being transformed. Monitoring and evaluation are critical for building a strong, global evidence base around gender equality and for assessing the wide, diverse range of interventions being implemented to address it. Policy makers need support now if they are to use SDG evaluation as an opportunity to improve policies and programmes closer to home, applying tailored approaches. This paper deals with monitoring and evaluation of Goal 5 in Italy. In the context of the SDGs, evaluation relates to determining the merit, worth, significance and sustainability of strategies, policies and programmes that contribute to the achievement of the SDGs at national and territorial level. After analyzing the indicators available for the monitoring of the Goal 5, the benefits and limits that still exist for a full representation of gender equality will be explained

    Abstract: Starting from 2018, the European University Institute’s European Governance and Politics Programme developed an international survey in order to monitor the development of Solidarity in Europe. The text of the survey changed across the four available waves, but there were sections remained unchanged over the years, that is the ones concerning security (how secure or insecure do you feel about each of the following areas?) and trust in national government and European Union (how much do you trust … to make things better in the following area?). The interesting thing in these three sections is that they are composed of the same 10 areas (items) on a 4 point Likert scale. The data are not longitudinal, given that the subjects changes at each time span, so the four waves can be considered together, and Differential Item Functioning (DIF) across time can be used as a tool to investigate, for each area, if and how the difficulty to feel secure or to trust significantly changes over time. This use of DIF analysis if far from its common use, which is connected with the assessment of the validity of a scale, given that it tests the invariance of an item with respect to the characteristics of the subjects (a typical example is the gender). The focus is on Italy. Moreover, applying the Rating Scale Model (RSM), which is a model belonging to the Rasch family of models, it is possible to study the evolution of the perceived security and owned trust, analysing the distance between the estimated mean of each latent trait and the mean item difficulty, which was set to zero. It is not possible to compare directly the different distributions over the years because the measures obtained from the RSM are on the logit scale, which is an interval scale

    Abstract: The concept of life satisfaction dates back to the Age of Enlightenment and became popular in the Nineteenth century as a synonym for ‘good life’. Efforts are still underway to overcome the traditional economic criteria of well-being by broadening the definition and measurement of life satisfaction based on a large set of indicators. Although ‘money cannot buy happiness’, the economic dimension remains a crucial element of life satisfaction. Economic insecurity arises from unpredictable economic losses, which may affect individuals’ well-being due to the feeling of failure and inability to recover. In this paper, economic insecurity is investigated for its impact on the trajectories of life satisfaction over a timespan of 30 years among working-age German citizens, grouped by age (16-29, 30-39, 40-49, 50-64) and activity sector (secondary vs. tertiary). Latent Growth Curve Models were estimated on longitudinal data from the German Socio-Economic Panel (SOEP), using individual and time fixed effects. The analyses allow us to break down the impact of economic insecurity on life satisfaction into a fixed component and a specific random component for each individual. Every year, panel respondents have been asked to provide their subjective perception of life satisfaction on a 10-point Likert scale. Economic insecurity is measured through the Bossert and D’Ambrosio’s index. Our results show that economic insecurity has a negative impact on life satisfaction, which becomes more relevant for people in the 40-49 age group. This impact appears to be stronger for workers belonging to the secondary sector. Moreover, among the youngest individuals (16-29), such an impact shows a higher variability over time: therefore, within this age group, economic insecurity appears to affect life satisfaction more unpredictably.     Abstract: Plasmopara viticola is the causal agent of the downy mildew, the most severe disease of grapevines. In order to prevent and/or mitigate the plant disease, fungicide treatments are often required, despite the presence of side effects on the environment and the potential hazard for human health in case of prolonged exposition. The choice of proper treatments and optimal scheduling is the key to managing downy mildew in an eco-friendly way. Plasmopara viticola’s growth depends on meteorological variables, like temperature and rain, plant’s genotype, the degree of exposition to oospores and soil conditions. Field measurements are expensive both for the high cost of oospore sensors and for the need of meteorological sensors describing the microclimate around each plant. Whatever the amount of information gathered from sensors of a vineyard, a decision must be taken, e.g. according to the predicted probability of infected leaves (and grapes) and considering side effects like the impact of a chemical treatment on the soil and on biodiversity. A multi-attribute utility function on variables describing future consequences of a decision may be defined by following the assumptions of utility independence and preferential independence. The inherent uncertainty is described by a Bayesian prior-predictive distribution where prior are elicited from experts, and eventually updated using available data. The resulting optimal decision is defined as the argument that maximises the expected value of the utility function. The proposed utility function may be tuned to match the individual preference scheme of the winegrower and eventually extended to include further variables like those describing the quality and yield of grapes

    Abstract: Data from official sources on nights spent in an accommodation for tourists in Lombardy are available until 2021. These data on touristic flows for 2020 and 2021 registered a clear downfall because of restrictions related to Covid-19. The aim of this paper is to verify the presence of a full or partial recover of tourists in provinces of Lombardy using short-term predictions for 2022. A time-series procedure has been applied to obtain a forecast estimate for 2022 using an ARMA model with the addition of an exogenous variable. The hypothesis at the basis of the model is that a punctual estimate of the touristic flows could be obtained using an auxiliary variable explaining the number of employees in the food services and hospitality industry. This auxiliary variable is represented as the difference between the number of starting work contracts and the contract terminations. These data are available thanks to the Informative system of mandatory communications provided by the Italian Minister of Labour. The availability of this information is daily guaranteed at level of single municipality but for the purpose of this paper, data have been aggregated at province level. The short-term predictions obtained for 2022 have been used to verify the presence of a recovery respect to the pandemic emergency of Covid-19 using a double growth rate. A first growth rate has been computed comparing the number of estimated tourists respect to the 2021 measuring the existence of a rebound after the restrictions. A second growth rate measured the estimates for 2021 respect to the presences of 2019 to monitor the trends in Lombardy compared to the before Covid-19 period. Preliminary results showed an evident upswing respect to 2021 and a partial recovery respect to 2019 for the majority of Lombard provinces

    Abstract: The Delphi-based scenarios (DBS) development implies the assumption of different choices, through the gathering of information and the assessment of alternative resolutions (Panpatte and Takale, 2019). During the last decades, the spread of environmental hazards has increased quickly, much to request different responses in order to develop a sustainable future for humanity planning the present (McMichael and Lindgren, 2011). Since the DBS is a creative process (Nowack et al., 2011), different figures are selected to make choices, including academics, stakeholders and citizens. However, one of the main challenges remains the measurement of expertise, in fact, during the process, the experts should be assessed based on their competences in order to avoid any conflict in the final results and, eventually, weigh their answers. In recent years, some contributions adopted the self-assessments for the experts’ evaluation (Sossa et al., 2019), but many issues still remain (such as strong subjectivity and cognitive biases which produce over or underestimation). We develop a new method to estimate the expertise by using Natural Language Processing to acquire information, extracting the contributions of experts in each topic. First, starting from a draft list of selected experts, we identify the category of reference (e.g., academia, industry, local authority, citizens etc.). We build a data repository with the personal pages (URLs) of each expert to then use Python to extract from the URLs, the number of contributions related to a keyword, different for each category (e.g., publications for academics, reports and projects for stakeholders etc.). Finally, we proceed adopting a coefficient of production with a weighted sum of the results. To practically demonstrate our approach, we applied this method to a cohort of known experts, part of the “Smart control of the climate resilience” (SCORE) H2020 European project to estimate their expertise in specific areas

In this contribution, we show preliminary results on the monitoring of Russian propaganda. In fact, we analysed the content of online newspapers (Strategic Culture Foundation, Global research, News Front, South Front, Katehon, Geopolitics) used as propaganda tools of the Russian government. The newspapers create and amplify the narrative of the conflict, transmitting information filtered by the Kremlin to advance Putin's propaganda about the war. The objective of the work, therefore, is to understand what were the main themes that the Russian media used to motivate the conflict in Ukraine. Specifically, the proposed analysis runs from March 2021, when the Russian military began moving weapons and equipment into Crimea, to the end of March 2022, the day of the first negotiations in Istanbul.     Abstract: Educational achievement can be considered a multifaceted issue, which comprises different domains of learning. In Italy, on one hand the INVALSI tests administered to students through the schooling years aim to measure the ability of students in numeracy, literacy and English reading and listening competencies, separately. On the other hand, the high school final mark may be considered an overall performance outcome, formed by the combination of several marks in different subjects. Finally, at university academic achievement may be represented by the number of credits earned during the first year of enrolment, usually considered a good predictor of successful academic performances. The aim of the present work is to understand if the INVALSI scores, the high school final mark and the number of credits earned in the first academic year are associated. More specifically, our objective is twofold: first, we intend to verify if and how the INVALSI scores are associated with students’ high school final mark; second, we aim to check if the INVALSI scores and / or the high school final mark are predictive of students’ career in terms of credits earned in the first year. We will interpret our results concentrating our attention on eventual differences depending on type of school, university, field of study, student’s geographical area of residence. We use the MOBYSU.it database, selecting nearly 200.000 students who obtained their high school diploma in Italy in 2019 and enrolled in an Italian university in academic year 2019/2020. For the first objective, we estimate a multilevel ordered logit models, with students nested within high schools; as for the second objective, we estimate a cross-classified multilevel models, with students nested within high schools and athenaeums. We interpret our results in the light of assessing eventual divergences in students’ performances during the transition from high school to university

    Abstract: Most measures of interrater agreement are defined for ratings regarding a group of targets, each rated by the same group of raters (e.g., the agreement of raters who assess on a rating scale the language proficiency of a corpus of argumentative written texts). However, there are situations in which agreement between ratings regards a group of targets where each target is evaluated by a different group of raters, like for instance when teachers in a school are evaluated by a questionnaire administered to all the pupils (students) in the classroom. In these situations, a first approach is to evaluate the level of agreement for the whole group of targets by the ANOVA one-way random model. A second approach is to apply subject-specific indices of interrater agreement like rWG, which represents the observed variance in ratings compared to the variance of a theoretical distribution representing no agreement (i.e., the null distribution). Both these approaches are not appropriate for ordinal or nominal scales. In this paper, an index is proposed to evaluate the agreement between raters for each single target (subject or object) on an ordinal scale, and to obtain also a global measure of the interrater agreement for the whole group of cases evaluated. The index is not affected by the possible concentration of ratings on a very small number of levels of the scale, like it happens for the measures based on the ANOVA approach, and it does not depend on the definition of a null distributions like rWG. The main features of the proposal will be illustrated in a study for the assessment of learning teacher behavior in classroom collected in a research conducted in 2018 at Roma Tre University

    Abstract: he increased availability of gambling opportunities resulting from the progressive liberalisation of the gambling sector coupled with the widespread access to online gambling, is raising concerns regarding adolescents’ participation in gambling and possible increase in problem-gambling. However, the influence of the different gambling products commercialised across countries is less known. This is the first study estimating problem gambling (PG) prevalence and examining the contribution of individual factors and gambling products on gambling engagement and PG development among European adolescents. The study used data from a representative cohort of 16-year-old students (n= 85,000) in 33 European countries participating in the 2019 ESPAD survey. In order to control for self-selection a Heckman probit model is estimated, first controlling for the probability of being gambler and then for the correlated probability of becoming a problem gambler. The influence of individual and country-level factors is estimated on both outcomes, as well as among gamblers using each type of gambling products. Participants who reported stronger family support had lower risk of gambling engagement, whilst friends’ support, lack of school connectedness, low monitoring, higher parental education and access to money increased the risk. At the country-level, the higher diffusion of some gambling products was positively associated with gambling engagement. Once controlling for the influence on gambling engagement, factors that still increase the risk of becoming problem gambler independently from the country of origin were the lack of school connectedness and parental monitoring. Specific gambling products and online games increased PG risk. The influence of such factors on PG development is also analysed among gamblers using each product. Supportive family environments, school connectedness and limited access to money appear to be associated with a lower risk of PG among adolescents. At the country-level, governments should better enforce barriers to underage access to gambling products, particularly online

After short analysis of his work on citizenship, my chapter will close by sketching a few possible scenarios to preserve Caruso’s intellectual legacy

    Abstract: Covid-19 emergency has produced within societies a strong impulse toward digitization policies, designed to mitigate the negative effects produced on national economies and to ensure a recovery of it. Among the objectives included by the Italian Government within the National Recovery and Resilience Plan (NRRP) there is a boosting of investments in the 4.0 Transition with measures involving not only a strengthening of the digital infrastructure but also a greater diffusion of digital literacy among the population. Therefore, starting from the intervention forecasts contained within Mission 1, paragraph 2 "Digitization, innovation and competitiveness in the production system," four elementary indicators were selected from the I.Stat database in compliance with the requirements of data available from both a spatial and temporal standpoint. As a matter of fact, the study aims to trace and compare the performance obtained by the main Italian macro-areas from the point of view of digitization of the production system, considering the years preceding and concomitant to the COVID-19 pandemic. Due to the intrinsic complexity of the digitization phenomenon, the development of statistic measures to study it can be directed toward the construction of synthetic indices. Throughout the present study, a synthesis methodology has been adopted that takes advantage of a non-aggregative approach: the Partially ordered set (POSET). The study is divided into sections, in which the main opportunities related to the construction of an index that evaluates the performance of the policies presented in the RRP will be outlined, as well as the characteristics and implications attributable to the use of a non-aggregative approach such as the POSET in its declination for the temporal study of socio-economic phenomena, and lastly, a presentation will be made of the results obtained from the application of the index to the Italian context

    Abstract: The present is an introductory summary on the topic of misinformative and fraudolent statistical inferences, in the light of recent attempts to reform social sciences. The manuscript is focused is on the concept of replicability, that is the likelihood of a scientific result to be reached by two independent sources. Replication studies are often ignored and most of the scientific interest regards papers presenting theoretical novelties. As a result, replicability happens to be uncorrelated with bibliometric performances. These often reflect only the popularity of a theory, but not its validity. These topics are illustrated via two case studies of very popular theories. Statistical errors and bad practices are discussed. The consequences of the practice of omitting inconclusive results from a paper, or 'p-hacking', are discussed. Among the remedies, the practice of preregistration is presented, along with attempts to reform peer review through it. As a tool to measure the sensitivity of a scientific theory to misinformation and disinformation, multiversal theory and methods are discussed

    Abstract: Since 2012, Global Learning Cities has become a successful network-based movement of UNESCO which demonstrates not only linkages, but also dependencies amongst community development, adult learning and active citizenship (UNESCO 2017). Examples of Cork, Espoo, Belgrade and South Korea have highlighted (Németh 2020), that communities are unable to develop successful models of learning cities unless they combine smart, creative and sustainability dimensions through community-based adult and lifelong learning for social cohesion, economic stability, growth and environmental awareness. Equitable ways of community learning can better reach underrepresented groups of adults who want to develop and sustain their neighbourhoods through collecting and sharing knowledge (Ó Tuama 2020). Other examples from India, Palestine and the UK demonstrate that it is not the label itself, but the smart and creative urban adult learning which can be combined with needs of communities (Németh et al. 2020). In the evolution of learning cities, we have arrived to an Era of uncertainties, therefore, we have to demonstrate that the learning cities depend on better participation, performance and partnerships in learning, surrounded by collective actions for better futures of education

    Abstract: This paper presents the Milan Open Data (OD) platform as a means to provide statistics and data in the framework of “Data-Driven Milan”, a city where policy decisions are taken in an “informed and aware” way using data. Open Data are ever more important in providing citizen communities with useful information. Over the last 10 years, the municipality of Milan has developed its OD platform from an experimental portal to a fully-fledged portal with more than 1,600 datasets, implemented a Linked Open Data (LOD) system and 8 advanced data visualization projects, and produced OD policies and operating guidelines. The OD portal is based on the CKAN technology, which makes datasets available via both download and Application Programming Interfaces. It currently has about 9,000 unique visitors per month. Data are also published as tables on the statistical portal and maps on the geo-portal. A single entry point to the three portals is about to be released. The advanced visualization projects make data available as reader-friendly graphics. Depending on its topic, a project might be a storytelling of the city through key statistics, a means to communicate the administration’s achievements, or a “data democratization” operation, such as “Open bilancio”, which publishes detailed information about the municipality’s annual budget. LOD are semantically enriched and machine-readable data that help to implement data interoperability between distributed systems. The ongoing LOD automation project aims to improve the current system by minimizing manual operations in the dataset lifecycle. Three Municipal Resolutions have been issued to define OD governance: the first establishes that data are released under an Open License, to promote the digital economy; the second promotes data interoperability and quality; and the third, issued in 2021, establishes the guidelines and an operating model for OD governance, including ontology-supported data publishing

    Abstract: During the Covid-19 pandemic, remote working (RW) has been a way to producing despite limiting contacts. In Italy, about a half of the workers experienced, at least for a part of their working time, RW during the years 2020 and 2021. In this paper we analyse the data collected through a web-based survey conducted in the second half of 2021 at a convenience sample of Italian adults. The survey was aimed at highlighting how Italians experienced the pandemic and how they perceived their future. Also, we measured the frequency and the intensity of the RW phenomenon, the feelings of those who practiced and the opinion of workers about the possibility to practice it in the future. The data show that so many adults practiced RW during the pandemic. Their judgement of the experience is largely positive: 60.8% stated they were inclined to pursue it again as a normal work strategy. Though, there are distinctions. The type of job and the recent experience entail people’s commitment towards RW. Even what people expect from work may influence their disposition to take in RW as normal. The convolution of wells of the RW disposition, scouted through a multivariate statistical analysis, showed that, on top of the well-known suitability of RW to certain job types (white-collar, gig activities, self-employed), the workers’ propensity to RW is higher if commuting cost saving, own time optimisation and not-too-open schedules, work-family balance and a free time surplus, the possibility of interaction and socialisation with other company’s employees and customers and a secure web connection characterise their jobs

    Abstract: The ‘learning exclusion equilibrium’ strategy in Italy also governs young adults’ possibilities of accessing higher education institutions (HEIs) and entering and being successful on the labour market. The upshot of this strategy has been to weaken the social role of universities and open the field to new players promoting new solutions based on stronger teaching and research partnerships. After graduation, young university leavers face a period in which they follow non-linear paths as they try to fit their skills to the labour market demand. For many professions, there has been an immense change in this demand. Now, unlike the past, life skills are considered basic competences for technical professions too. If those lacking these skills enter the labour market later, the problem arises of how to create these competences both during the period of university education and in the following years. Universities have to practise institutional learning and study with those who need knowledge in order to come up with a new strategy so that their graduates can directly manages their relations with the labour market. Knowledge of the situation and development of graduates’ professional lives is needed in order to give academic programmes a new direction and allow students to make an informed choice of which university to enrol in. The European Graduate Tracking Initiative can lead the way towards this goal

    Abstract: Collecting and analysing students’ opinions towards the learning experiences lived during their enrolment in an academic program is widely recognised as a key strategy to evaluate tertiary education quality. Academic institutions require students to participate every year in specific surveys, aiming at gathering their viewpoint about the organisation of the single courses, and the feelings about the traits and the effectiveness of the teaching activity. In the Italian university system, the surveys about students’ satisfaction are realised in accordance with the guidelines of the National Agency for the Evaluation of Universities and Research Institutes. Here we propose the implementation of a latent class analytical strategy to profile the satisfaction of students at a course level, taking into account the interest about each course, and the perceptions about the course organisation and the instructor performance. Since the items listed in the survey are expressed as 4-point balanced scales, we used the so-called Latent Profile Analysis (LPA) to identify unobserved clusters of courses (i.e., latent profiles) based on the responses of students to the continuous indicators concerning the different aspect related to course satisfaction. Differently from clustering approaches based on distance functions, LPA is a probabilistic model, which means that it models the probability of case belonging to a profile. An application of the strategy to the first-year courses delivered at the University of Calabria (Italy) in the academic year 2020/2021, during the second and third waves of the COVID-19 pandemic in Italy, is used to show the effectiveness of the approach

    Abstract: The United Nations 2030 Agenda increasingly represents a reference point for political planning, as demonstrated by the centrality of the Sustainable Development Goals (SDGs) in the new cycle of EU policies. According to the European Committee of the Regions, 65% of the Agenda’s objectives will not be achieved without the involvement and coordination of subnational governments. It is therefore necessary for the territories to adapt their programmatic tools in order to make them coherent with European and national programming, through the definition of a methodology capable of conforming the tools of local programming with those defined at the higher territorial levels. The aim of this paper is to present the methodological framework defined by the Italian Alliance for Sustainable Development (ASviS), based on the numerous experiences with local administrations, to support the implementation of multilevel sustainable local development strategies which make territorial planning consistent with the national and the European programming. The basis for correct multilevel programming provides for a mapping of the local context with respect to the 17 SDGs also through the calculation of composite indices, capable not only of summarizing the degree of sustainability of the individual territories for each Goal, but also of comparing the performance between the different realities belonging to higher or lower levels. Based on these results, the public and private stakeholders are involved in identifying quantitative “outcome” objectives, needed to define the commitments of the territories and to monitor the impact of policies with respect to the achievement of the SDGs

    Abstract: The ongoing digital transformation is facilitating the production, sharing, use and exploitation of an ever increasing amount of data. This phenomenon is stimulating the demand for data-driven decision-making. Regarding tourism, we are moving towards the production of data reflecting a sustainability perspective. The UN World Tourism Organization (UNWTO), in partnership with the UN Statistics Division, launched in 2015 the Measuring the Sustainability of Tourism (MST) initiative aiming at developing an international Statistical Framework (SF-MST) for measuring the role of tourism in sustainable development, including economic, environmental and social dimensions. The ambition is to develop a standardized basis for the collection of relevant information at appropriate spatial scales and the integration of statistics on different domains. For this purpose, the perspective of official statistics, characterized by the highest quality possible inasmuch as they are produced in compliance with the UN Fundamental Principles of Official Statistics and the European Statistics Code of Practice, is followed. SF-MST follows an accounting-based approach and sustainability is envisaged to be evaluated by measuring a broad set of capitals (produced, natural, human and social capital) and the flows of related incomes and benefits. SF-MST builds upon existing internationally agreed statistical standards and guidance in relevant areas: this ensures the adoption of a common statistical language across countries. The linking of the Tourism Satellite Account and the System of Environmental-Economic Accounting, both aligned with the UN System of National Accounts, is a central feature of SF-MST. Despite a standard accounting system is not available for social capital, SF-MST enables the integration of the social dimension of tourism’s sustainability in its own multiple capitals-based approach. SF-MST, involving a wide range of agencies and stakeholders, plays a key role in providing an integrated information basis for derivation of indicators and development of data supporting more effective decision-making towards sustainable outcomes

    Abstract: Both the labor movement and the church have played a large part in shaping modern Norwegian society. Relations between them were often strained - sometimes hostile - in the decades before the Second World War. During and after the war, many dreamed of making a fresh start, with the experiences of community and cooperation during the occupation as a basis. This book explores how these dreams turned out. Different ambitions for the good society came together, and fronts and lines of cooperation were established which have characterized Norwegian social life well into the 21st century. Many questions remained open in the 1940s and 1950s. How should the Labor Party, with a majority in the Parliament, deal with the state church in practice? Should it be given greater autonomy, or should it rather be used as a means of keeping people's erratic religious inclinations under some control? Could the church function as the conscience of the state? The Labor Party's welfare state project - was it something everyone had to cheer for, or did it also contain a worrisome totalitarian tendency? These questions have not been systematically investigated in full in the past, and this presentation is based on new source studies. The book covers a central part of recent Norwegian history, and is essential reading for anyone who wants to understand how religion has been treated politically and what role the Church of Norway plays in today's social life
    Abstract: Både arbeiderbevegelsen og kirken har i høy grad vært med på å forme det moderne norske samfunnet. Forholdet mellom dem var ofte anstrengt – til dels fiendtlig – i årtiene før andre verdenskrig. Under og etter krigen var det mange som drømte om å starte på ny frisk, med okkupasjonstidens opplevelser av fellesskap og samarbeid som grunnlag. Denne boka utforsker hvordan det gikk med disse drømmene. Ulike ambisjoner for det gode samfunnet tørnet sammen, og det ble etablert fronter og samarbeidslinjer som har preget norsk samfunnsliv langt inn i det 21. århundre. Mange spørsmål stod åpne på 1940- og 1950-tallet. Hvordan skulle Arbeiderpartiet, med flertall på Stortinget, i praksis håndtere statskirken? Skulle den gis større selvstendighet, eller skulle den snarere brukes som et middel til å holde folks uberegnelige religiøse tilbøyeligheter under en viss kontroll?     Abstract: This study aims at evaluating the impact of educational mismatch onto firm-level productivity for a large set of Italian firms. In particular, over (under)-education refers to situations where individual’s educational attainment is higher (lower) than the education required by the job, thereby producing a surplus (deficit) of education. Based on the integration of the LEED (Linked Employer Employee Database) Istat Statistical Register Asia Occupazione – which provides information on workers’ age, professional qualification and educational attainment – and the Istat Frame-SBS Register, we perform an analysis in the spirit of the ORU (Over, Required and Under Education) model proposed by Kampelmann e Rycx (2012). The dataset is based on a large panel of over 55,000 manufacturing and services firms with more than 20 employees, covering the 2014-2019 period. The empirical strategy is based on a two-step procedure: first, ORU indicators are computed at the worker-level; second, we estimate a firm-level productivity (value added per employee) function where the key variables of interest are the ORU indicators collapsed at the firm-level, taking into account both firm and workers characteristics. The productivity function is estimated by GMM-system by Arellano and Bond (1995) e Blundell and Bond (1988). Main results point out that over/under-education affects productivity growth in both manufacturing and services firms: firm’s productivity rises following a one unit increase in mean years of over-education – with spiking results for medium and high-tech manufacturing firms –, whereas a growth in under-education hampers productivity dynamics in high and medium-high tech manufacturing and knowledge-intensive services firms

The data produced by commercially owned citation indexes increasingly defines legitimate academic knowledge. African researchers and publishers labour in the shadows of a global knowledge system dominated by ‘Northern’ journals and by global publishing conglomerates. This book goes beyond the numbers. It tells the story of how the Ghanaian academy is being transformed by this bibliometric economy.     Abstract: This open-access book surveys how digital technology can contribute effectively to improving our understanding of the past, through a sensory engagement based on the evidence of material culture. In particular, it encourages specialists to consider senses and human agency as important factors in studying ancient space, while recognising the role played by digital tools in enhancing a human-centred form of analysis. Significant advances in archaeological computing, digital methods, and sensory approaches have led archaeologists to rethink strategies and methods for creating narratives of the past. Recent progress in data visualisation and implementation, as well as other nascent digital sensory methods, means that it is now easier to explore and experience ancient space from a multiscalar perspective, from the individual body or single building to the wider landscape. The chapters in Capturing the Senses: Digital Methods for Sensory Archaeologies present innovative methods for representing an embodied experience of ancient space, simulating (but not recreating) ancient behaviours and social interaction. Chapters cover topics including the potentials and pitfalls of visualising, recreating, and re-enacting/experiencing the senses in Virtual Reality environments and also digital reconstructions and auralisations of ancient spaces to study sound sensory perception. Overall, the book demonstrates that multisensory approaches can give a new perspective on how ancient spaces were intended to be used by inhabitants to fulfil a series of purposes including conveying messages and regulating movement.     Abstract: Energy transformation significantly redefines the business models of enterprises in the energy sector, putting difficult decisions before them in terms of both strategy and operationalization. This shift aligns with climate protection policies, Industry 4.0 principles, and advanced technologies like artificial intelligence, blockchain, and IoT. The technological revolution is set to significantly alter lifestyles and business operations in energy production, supply, and distribution. This revolution demands that managers equip their companies and staff for upcoming challenges, emphasizing customer relations, networking, eco-development, and energy efficiency. In addition, companies from the energy sector are particularly susceptible to macroeconomic and environmental factors, such as government regulations, fluctuations in demand, price pressure on commodity exchanges, and measures to prevent global warming and engage in the creation of renewable energy. Furthermore, the situation related to the SARS-CoV-2 pandemic has forced many companies to rethink their actions. However, some recorded a significant slowdown in technology implementation and research and development. We do not know whether the long-term effect will influence the energy paradigm. This work aims to create new theoretical and empirical works on changes to energy sector management, including new business models and the use of Industry 4.0 technology, and their impact on organizations, digitization, companies’ energy self-sufficiency, and investments supporting the so-called green economy

    Abstract: As America's first professional female architect, Louise Blanchard Bethune broke barriers in a male-dominated profession that was emerging as a vital force in a rapidly growing nation during the Gilded Age. Yet, Bethune herself is an enigma. Due to scant information about her life and her firm, Bethune, Bethune & Fuchs, scholars have struggled to provide a complete picture of this trailblazer. Using a newly discovered archival source of photographs, architectural drawings, and personal documents, Kelly Hayes McAlonie paints a picture of Bethune never before seen. Born in 1856 in Waterloo and raised in Buffalo, New York, Bethune wanted to be an architect from childhood. In fulfilling her dream, she challenged the nation to reconsider what a woman could do. A bicycle-riding advocate for coeducation, Bethune believed in women's emancipation through equal pay for equal work. This belief would be tested during the design competition for the Woman's Building for the 1893 World's Columbian Exposition, where female entrants were not paid for their work. Bethune refused to participate on principle, but nonetheless her career thrived, culminating in the most important commission of her life, Buffalo's Hotel Lafayette. A comprehensive biography of the first professional woman architect in the United States, who was also the first woman to be admitted to the American Institute of Architects, this book serves as an important addition to New York and architectural history.
