    Abstract: In dieser Publikation werden Vorbereitung und Durchführung der Zwangssterilisation von als ‚erbkrank' kategorisierten Frauen und Männern in Wien zwischen 1940 und 1945 detailliert beschrieben. Das den Zwangssterilisationen zugrunde liegende ‚Gesetz zur Verhütung erbkranken Nachwuchses' (GzVeN) trat in der ‚Ostmark' im Jänner 1940 in Kraft, sechs Jahre später als in NS-Deutschland, wo bereits 300.000 Menschen, etwa gleich viele Frauen wie Männer zwangssterilisiert worden waren. Während es dort nach Kriegsbeginn kaum noch zu Verfahren kam, wurden in der ‚Ostmark' mindestens 6.000 Frauen und Männer bis Kriegsende zwangssterilisiert. Für Wien, der nach dem ‚Anschluss' zweitgrößten Stadt des Deutschen Reiches, sind 1.203 Gerichtsbeschlüsse zur Zwangssterilisation rekonstruierbar. Die quantitative und qualitative Auswertung der erst seit kurzem für die Forschung zugänglichen Verfahrensakten des Erbgesundheitsgerichts und des Erbgesundheitsobergerichts Wien zeigt, dass drei Rahmenbedingungen den Vollzug des GzVeN prägten: erstens die im Herbst 1939 vorgenommenen Einschränkungen des GzVeN, wonach Ärzte nur noch bei ‚besonders großer Fortpflanzungsgefahr' der als ‚erbkrank' kategorisierten Frauen und Männer ein Verfahren beim Erbgesundheitsgericht einbringen sollten, zweitens der Krieg mit allen dadurch bedingten personellen und organisatorischen Einschränkungen und drittens die NS-Euthanasie: Anders als in NS-Deutschland waren Zwangssterilisationen nicht die Vorstufe dazu - die Entscheidung über Zwangssterilisation oder Tötung verlief von Anfang an parallel und einige Ärzte in Wien waren für beides verantwortlich.Die Auswertung verdeutlicht weiters, dass Richter und ärztliche Beisitzer der Wiener Erbgesundheitsgerichtsbarkeit willige Vollstrecker waren beim radikalen Versuch der Verwirklichung der Vision eines ‚gesunden Volkskörpers', indem sie das GzVeN unbeirrt von sonstigen Rahmenbedingungen vollzogen: ein nationalsozialistisches Unrechtsgesetz, das einen körperlichen Eingriff mit schwerwiegenden und lebenslangen Folgen gegen den Willen der Betroffenen vorsah. Nach Kriegsende mussten sich Richter und Ärzte nicht für ihre Mitverantwortung an den Zwangssterilisationen verantworten.     Abstract: This publication describes in detail the preparation and realization of the forcibly sterilization of numerous women and men Vienna from 1940 to 1945. These forced sterilizations of individuals, being categorized as 'hereditary ill', were based on the 'Law for the Prevention of Genetically Diseased Offspring' (GzVeN). In Nazi Germany it took effect in January 1934, and until the outbreak of the war, when most of the court-proceedings had already ended, 300.000 women and men, had been forcibly sterilized. In January 1940 the law was implemented in the 'Ostmark', and at least 6.000 women and men had been forcibly sterilized during the war. In Vienna, the then second-largest city of the 'German Reich' 1.203 court-decisions in favour of a forcibly sterilization could be traced-back. These court-files of the 'Viennese Hereditary Health Court' (Erbgesundheitsgericht) became accessible for research only recently. The quantitative and qualitative analysis indicates three parameters for the implementation of the GzVeN in Vienna: First of all, the reduction of lawsuits to 'urgent' cases, i.e. persons of a 'particularly great danger of procreation'; secondly, the personal and structural restrictions resulting from war; and thirdly, the Nazi Euthanasia: Different from Nazi Germany the forced sterilizations had not been preceding the murder of disabled persons, but were rather implemented in the same period of time. Several doctors in Vienna were responsible for both, forced sterilizations and murder.Both judges and doctors of the 'Viennese Hereditary Health Court' were keen to contribute to the radical efforts to create the visional 'healthy national body' by fulfilling the GzVeN independent of the above mentioned parameters: they implemented a National Socialist tort-law, which included a surgical intervention with severe and lifelong psychical and physical consequences - against the will of the people who were affected. After the end of the war, the judges and doctors did not have to take any kind of responsibility for their decisions to sterilize people forcibly. This was not surprising, taking into account that the categorization of persons due to their 'value of hereditage' ('Erbwert') continued: Firstly, the then-chancellor Renner announced to pass a similar law when the GzVeN was repealed in Mai 1945; secondly, the forcibly sterilized women and men were partly acknowledged only in 1995 as victims of Nazi-persecution and fully acknowledged only 2005; and thirdly ...

    Abstract: In den letzten Jahren hat die Debatte um den freien Willen an Intensität gewonnen und nicht nur in den Feuilletons ihren Niederschlag gefunden. Die Phase der hitzigen Auseinandersetzung ist inzwischen einem stärker sachbezogenen, vom Bemühen um Verstehen und Vermittlung geprägten interdisziplinären Diskurs gewichen. Doch noch immer bestehen Missverständnisse, Fehlannahmen oder Unklarheiten,die zuweilen flankiert sind von einer Haltung der Diskursverweigerung.     Abstract: In recent years, the debate about the free will has gained intensity. The phase of the heated debate has become a more pertinent and interdisciplinary. But still there are misunderstandings, misconceptions or ambiguities, which are sometimes accompanied by an attitude of denial discourse. This volume helps to highlight the self-perceptions and views of the concerned disciplines: Philosophy and Neuroscience, criminal science and criminal law practice, and not least the Forensic Psychiatry. The book does not claim to present definitive answers but provides clarifications that allow the interested reader to form an reflected opinion.     Abstract: Rudolph Koenig was one of the more prolific and colourful instrument makers in the renowned nineteenth-century precision instrument trade of Paris. Beginning his career as a violin maker, in 1858 the young Prussian immigrant shifted his talents towards the growing field of acoustics. Altered Sensations is a portrait of his vibrant atelier, a place of construction, commerce and experiment. For over forty years it was also a popular meeting place for scientists, artisans, musicians and teachers. Using archival and collection research from across North American and Europe, David Pantalony has traced the material and social influences of this space on the development of modern acoustics. In particular, he has detailed the manner in which Koenig modified, extended, spread and challenged Hermann von Helmholtz's Sensations of Tone. A large part of the research on Koenig comes from the actual products of his workshop which survive in museums and collections around the world. The second section of Altered Sensations provides a Catalogue Raisonné of Koenig's entire line of instruments, including their history, details from specific examples, locations, and references in the literature. This catalogue will serve as a practical guide for curators and researchers as well as a comprehensive overview of nineteenth-century acoustical practice.

    Abstract: In recent years, the debate about the free will has gained intensity. The phase of the heated debate has become a more pertinent and interdisciplinary.     Abstract: Although the discussion of the ethical, legal and medical problems of (late) abortion, prenatal diagnosis and embryopathic findings continues since the reform of the Pregnant Women and Family Welfare Amendment Act of 1995 and the related elimination of embryopathic indication for almost fifteen years, convincing solutions are still missing. This volume contains the contributions of the 3rd Workshop on Medical Law conducted on February 26 2008. They remind of the urgent need for reform and offer suggestions for the legal policy debate. In the focus of the contributions stand the (criminal) legal and medico-ethical "evaluation" of human life before birth and the question of how the involved professionals can handle their responsibility with the issue of a embryopathic findings, to ensure that the pregnant patient receives help and support during her emotionally stressful decision-making process, but also consider the right to life of the unborn child (especially in cases of extra-uterine viable)

    Abstract: In der Studie werden Ursachen und Folgen von eugenischen Eingriffen in die reproduktive Kultur unserer Gesellschaft durch die Medizin des zwanzigsten Jahrhunderts untersucht. Wissenschaftliche Eingriffe, welche an der Wende zum 21. Jahrhundert biotechnische Selektionen am Lebensbeginn gesellschaftsfähig und zur Aufgabe von Familienbildung gemacht haben.Erkenntnisleitendes Interesse der Studie ist es, normative Idealbilder von Familie, Mutterschaft, Vaterschaft und Kindheit, welche die eugenischen Eingriffe in die gesellschaftliche Organisation der "Reproduktion der Gattung" durch die Medizin hervorgebracht haben, einer geschlechtersensiblen Analyse zu unterziehen und transparent zu machen, wie diese Idealbilder einerseits in die Entwicklung von Biotechniken der Zeugung und Selektion eingearbeitet wurden und wie diese Techniken andererseits wiederum die Familienbildung selbst beeinflussen. Diese Frage wird vor dem Hintergrund der gesellschaftlichen und wissenschaftlichen Entwicklungen analysiert, die den Aufstieg einer eugenischen Vernunft im 20. Jahrhundert begleiteten und möglich machten. Materiale Grundlage der Analyse sind medizinische Fachartikel der "Wiener Klinischen Wochenschrift" der Jahrgänge 1900 - 2000, die im Rahmen eines von der Österreichischen Akademie der Wissenschaften (ÖAW) durch ein APART-Stipendium finanziertes Forschungsprojekt erhoben und diskursanalytisch untersucht wurden. Die Untersuchung vermag zu zeigen, welche innerfamiliären Geschlechter- und Generationskonzepte den eugenischen Idealbildern inhärent sind, welche gesellschaftlichen Transformationsprozesse in diese Idealbilder eingearbeitet wurden, wie und wozu Elternschaft und Kindheit naturwissenschaftlich rationalisiert und modernisiert wurden, mit welchen Anforderungen an eine gelingende Erziehung und Bildung Eltern dadurch in den letzten Jahrzehnten zunehmend konfrontiert werden, welche Pflichten im Namen des Kindeswohls daraus für Mütter hervorgehen, weshalb und wozu biotechnische Selektion am Lebensbeginn heute eine allgemeine Einflussgröße von Mutterschaft und Kindheit darstellt und dass die reproduktive Kultur unserer Gesellschaft heute von einer eugenischen Vernunft durchzogen ist.Mit der Forschungsarbeit wird eine weitere Dimension des eugenischen Mainstreams erschlossen, in dem der Focus konsequent auf die wissenschaftliche Neuordnung des gesamten Reproduktionszusammenhanges gesetzt und die Verwissenschaftlichung der reproduktiven Kultur im Kontext der Sozi ...
    Abstract: This is a study about the causes and consequences of the eurgenic intrusions into our society´s reproductive culture by medicine over the course of the twentieth century. By the turn of the twenty-first century, such scientific intrusions through biotechnological selection at the very beginning of a human´s life have become socially acceptable and part of the task of family planning. Of intrinsic interest is the goal of subjecting the normative ideal images of family, motherhood, fatherhood and childhood - which through medical science have advanced eugenic intrusions into the social organization of the species "reproduction" - to a gender-sensitive analysis. This study also highlights how these ideal images are integrated into the development of the biotechnologies of conception and selection, and how these technologies in turn influence familiy planning. The issue are analyzed against the background of social and scientific developments which accompanied and made possible the rise of eugenic rationality in the twentieth century. The sources used for this analysis are medial studies published in the journal Wiener Klinische Wochenschrift between 1900 and 2000; the methodology applied is discourse analysis. The project was financed by a research grant (APART) under the auspices of the Austrian Academy of Science (ÖAW). This research demonstrates: which concepts of gender and generation within the families are inherent to the eugenic ideal images; which social transformation processes were integrated into these ideal images; how and why parenthood and childhood were scientiffically rationalized and modernized; the demands which have increasingly confronted parents over the past decades as regards successful instruction and education; the duties which emanated in the namen of the child´s well-being; and the reasons for which biotechnological selection at the very beginning of human life currently has a sweeping influence on motherhood and childhood. Finally, the study demonstrates that the existing reproductive culture in our society is infused by eugenic rationality. A further investigative dimension of the eugenic mainstream is also developed by virtue of the approach in which the focus consistently points to the scientific reorganization of the entire context of reproduction.     Abstract: Brain Research in Language addresses important neurological issues involved in reading. The reading process is a highly composite cognitive task, which relies on brain systems that were originally devoted to other functions. The majority of studies in this area have implemented behavioral methodologies, which provide information concerning the entire cognitive sequence at the conclusion of processing only, in the reader’s output. However, these measures cannot specify all of the covert component operations that contribute to reading, nor can they determine the relative processing times required by the individual stages. Furthermore, they cannot determine which processes occur serially, which occur in parallel and which overlap in time (Brandeis & Lehmann, 1994; Johnson, 1995). Recent advancements in the field of neuroscience and cognitive development, however, have added a new dimension with regard to the research into the universal and domain specific aspects of reading with the advent of innovative neurophysiological measurement techniques. The most common are electroencephalography (EEG) and functional magnetic resonance imaging (fMRI). These two methods provide researchers with the opportunity to examine, in-depth, the neural correlates of the reading processing with precise temporal and spatial resolutions, respectively. This book presents data obtained from various studies employing behavioral, electrophysiological and imaging methodologies in different languages focusing on the regular reading process and the dyslexic population.     Abstract: Confidence in a country’s health care system requires indemnification and deterrence systems that adequately cover liability, provide fair compensation for injury, and deter medical malpractices. Over the last years, in many OECD countries, these systems have experienced difficulties resulting in high-risk specialty physicians and surgeons leaving the practice and the development of expensive and useless—if not risky—defensive medicine. This publication surveys and assesses various types of mechanisms and reforms that best limit and indemnify medical accidents. Reasons for difficulties faced by some compensation and prevention regimes, given the specificities of national circumstances and in particular of health care systems, are examined. The study offers a series of unique and focused policy options for establishing more efficient indemnification and deterrence systems to cope with medical accidents.

    Abstract: Few diseases have made more difference to our understanding of illness, the relation of the patient to the physician and other health care professionals, and the social context of disease than breast cancer. Breast cancer activism has provided a model of public policy advocacy for women, as well as for sufferers from other diseases, and even in causes unrelated to health. In many ways it has become emblematic of issues in women's health. This volume offers a discursive analysis of breast cancer. From multiple perspectives - historical, philosophical, psychological, socio-political - these essays explore the competing narratives that have made breast cancer a contested site. It addresses debates about the autonomy of the patient in relation to the authority of the physician, as well as the importance of patient narratives in understanding disease. It analyzes the relation between the community and medical practice, particularly with regard to the effect of breast cancer activists and feminists on the medical understanding and treatment of breast cancer. And, it questions the intersection of medical science with political institutions and agencies of public policy in determining priorities of research and strategies of treatment.

    Abstract: "This book discusses a range of methodological issues for an interdisciplinary bioethics. How can bioethics be an enterprise that does not only isolate issues and moral reasons but also (re)contextualises them? What are the strengths and weaknesses of different traditional and innovative modes of ethical work in terms of these tasks? By introducing the term ""finitude"" in the sense of limits of human existence, limits of human knowledge and knowledge capacity, a difference was set in the cultural apprehension of medicine. Is medicine aimed at overcoming our existential limits: to fight diseases and prolong life? Finitude reintroduces the existential and cultural basis on which every medicine (limits-sensitive or off-limits medicine) depends, but it concerns also ethical judgment. An apprehension of the limitations of different ethical approaches to biomedicine, however, could strengthen the collaborative effort of an interdisciplinary bioethics that embraces also cultural studies and social sciences."

    Abstract: "The topic of professionalism has dominated the content of major academic medicine publications (e.g. Journal of the American Medical Association, New England Journal of Medicine, Academic Medicine, Annals of Internal Medicine, The Lancet) during the past decade and continues to do so. The message of this current wave of professionalism is that medical educators need to be more attentive to the moral sensibilities of trainees, to their interpersonal and affective dimensions, and to their social conscience, all to the end of skilled, humanistic physicians. Urgent calls to address professionalism from such groups as the Association of American Medical Colleges (representing the nation's 126 accredited medical schools and nearly 400 major teaching hospitals), the American Board of Internal Medicine, and the Accreditation Council for Graduate Medical Education, among others. In fact, at the 2004 annual meeting of the AAMC six separate presentations addressed professionalism with such titles as ""Evaluating Humanism and Professionalism,"" Professionalism: Expectation, Education, Evaluation,"" or ""Toward Assessing Professional Behaviors of Medical Students through Peer Observations"" (note the preoccupation with assessment).Professionalism, then, has become part of the current academic medicine parlance, used by administrators, clinical faculty, residency programs, and professional organizations with an expectation of shared meanings and goals. All of these stakeholders focus on what has become a consistent list of attributes deemed to be the essence of professionalism, which usually include variations on altruism, duty, excellence, honor and integrity, accountability, and respect. In fact, most of the scholarly work to date has been listing (attributes of professionalism), describing (activities that may foster it), decrying (the environment that works against it), and measuring/evaluating it.In this collection of essays, we don t argue with these attributes. Instead, we ask questions of the discourse from which they arise, how the specialized language of academic medicine disciplines has defined, organized, contained, and made seemingly immutable a group of attitudes, values, and behaviors subsumed under the label ""professional"" or ""professionalism."" This collection aims to be a critical text, one that questions the profession s beliefs about the nature of its work and how such beliefs are enacted (or not) in medical education, particularly as they fuel the professionalism discourse. In addition, we will scrutinize how the discourse is enacted in both the formal and hidden curriculum, and in the larger medical environment."

    Abstract: Having been originally introduced as a term to facilitate discussion of a specific group of patients regarded as entering a state of unawareness following coma, the 'Persistent Vegetative State' (PVS) has established itself as an apparently discrete medical condition with clear-cut implications for ethicists and lawyers that exceed any scientifically based understanding. As a consequence of this upgrading, conclusions drawn about the status and hence the management of this uncommon condition have been increasingly extended to other patients with much more common forms of disability. This book traces the origins of prevailing perceptions about PVS and submits these to critical examination. In doing this it comes to the conclusion that inadequate attention has been paid to acknowledging what is not known about affected individuals and that assumptions have consistently come to be traded as facts. Re-examination of the basis of the PVS and the adoption of a more scientific approach is long overdue and is owed to the community at large which has generally been provided by many medical practitioners with a 'dumbed-down' account of the condition. The book will be of interest to philosophers, medical graduates and neuroscientists but is also intended to remain accessible to the general reader with an interest in the wider implications of trends in medical thinking for attitudes towards many classes of patient. It has an extensive bibliography and will be of specific interest to bioethicists and lawyers with professional interests in PVS.
