    Abstract: Social policies reflect and construct important ideas in societies about the relationship between the state and the individual. This 2002 book examines this relationship in a number of hitherto unexplored areas in Japanese society including policies relating to fertility, peri-natal care, child care, child abuse, sexuality, care for the aged and death. The conclusion is that a great change has taken place in all these areas through the 1990s as a consequence of Japan's changing economy, demography and the development of civil society. The case studies, based on intensive anthropological fieldwork, not only demonstrate how and why family and social policies have evolved in the world's second largest economy, but in the process provide a challenge to many of the assumptions of western policymakers. The empirical material contained in this volume will be of interest to anthropologists and to students and practitioners

    Abstract: Appelbaum surveys literature from 1603 to the 1660s and shows how its ideal politics were engaged in the reality of political and social struggle. He also shows how self-defeating the exercise could be. In an era of political and religious conflict, writers asserted themselves as the authors of social and political ideals. But they also constructed systems in which the assertion of utopian mastery would have no place, and an ideal politics could no longer be imagined. This study will interest political and cultural historians as well as literary critics

    Abstract: "In this study, Nancy Henry introduces a new set of facts that place George Eliot's life and work within the contexts of mid nineteenth-century British colonialism and imperialism. Henry examines Eliot's roles as an investor in colonial stocks, a parent to emigrant sons, and a reader of colonial literature. She highlights the importance of these contexts to our understanding of both Eliot's fiction and her situation within Victorian culture. Henry argues that Eliot's decision to represent the empire only as it infiltrated the imaginations and domestic lives of her characters illuminates the nature of her realism.     Abstract: The main theme of this study is the political economy of policy reform in less developed countries and post-socialist countries. Given the complexity of economic development and transition, Joachim Ahrens views failures in policy reform, poor public sector management, rent-seeking, corruption, and over-centralization as systematic, though not exclusive, instances of institutional failure. This interdisciplinary study looks for ways of constructing effective market-enhancing governance structures that provide appropriate incentive systems to cope with such failures. No blueprint is offered, but the book provides a conceptual governance framework that can be applied in a comparative way to analyze economic, political, and social obstacles to policy and institutional reform. The concept is not only used to analyze the politico-institutional foundation of policy reform in East Asia and Eastern Europe, but it also allows to elaborate country specific strategies to craft institutional safeguards that help overcome impediments to development and transition.     Abstract: The contingent valuation technique for measuring the economic value of environmental goods and services has become increasingly popular in recent years and has many advantages over other revealed or stated preference methods. It has been criticised, however, for being inconsistent with economic theory by reflecting altruistic motives and moral obligations. This book examines the role of the 'warmglow' effect (the pleasure derived from giving to good causes or being concerned about the environment) in contingent valuation studies and examines whether warmglow is an underlying force in CV responses. The author argues that if the empirical evidence suggests that warmglow is important, then its magnitude needs to be assessed in the valuation function. The ultimate goal is to disentangle the warmglow effect from the original 'willingness-to-pay' mean estimates and compute a dry estimate, free from any warmglow. The author conducts a CV application in a Portuguese natural park to test the validity of this approach. He tests the premise that the financial contribution by itself constitutes a source of well-being to the respondent and also discusses whether the warm glow component should or should not be included when formulating benefit-cost analysis and environmental policy.     Abstract: During the past decade the issue of a general welfare double dividend (an improvement in environmental quality combined with a positive welfare effect) triggered by a tax shift from labour to energy resources has been extensively debated. In this book, Kurt Kratena studies the employment effects of revenue neutral tax shifts from labour to energy, and measures the impact on theoretical and empirical models of the European labour market. A common theoretical framework is devised to analyse the impact of environmental tax reform. Various 'labour market regimes' (competitive labour markets, union wage bargaining and efficiency wages) are derived and taken as the starting point for different specifications of the labour market. The theoretical outcomes of tax shifts in these different labour market regimes are then analysed and compared. The results reveal that whereas an econometric based multi-sectoral model yields significant double dividend effects, a general equilibrium model only finds employment double dividend effects. The book also highlights the potentially positive economic consequences of environmental tax reform such as a shift in demand from energy to non-energy goods. This book provides a concise appraisal of the general double dividend question combined with an innovative analysis of the employment double dividend effect. It utilises extensive empirical evidence and reveals the sensitivity of the various theoretical concepts surrounding the debate. This book will be of interest and relevance to academics in the fields of environmental economics, labour theory and fiscal studies

    Abstract: Korea has been at the centre of intense debate concerning the role of government in economic development. Taking an in-depth approach, this book analyses the path of Korea's industrial technology development.     Abstract: In evaluating environmental policy, researchers have tended to focus on the industry or market that is targeted by regulation and to disregard policy impacts in other parts of the economy. Recent research indicates, however, that in economies where governments rely on distortionary taxes, environmental regulation can profoundly affect costs and efficiency in areas other than the targeted industry or market.     Abstract: Although the history of the Common Agricultural Policy (CAP) is dominated by a process of centralisation, growing pressures to integrate agri-environmental problems into the CAP have revealed the need to embrace decentralised approaches in an efficient federal structure. Indeed, in recent years it has become increasingly evident that the agricultural sector must undergo fundamental changes in order to enter an era of sustainable development. The authors do not believe that this will be an easy process, not only because agricultural policies in Europe are dominated by specific interest groups, but primarily because integrating environmental aspects into the CAP requires difficult institutional change at different levels. Centralised decision making at the EU level has characterised recent agricultural policy and the authors argue that centralised and hierarchical governance structures may fail to produce adequate solutions if they are not linked to regional and more diverse institutional arrangements. They demonstrate how these new institutional arrangements should be designed and how this change can be organised. In particular, they highlight the need for cooperation, and the participation of farmers, as a strategy to cope with agri-environmental issues and resource management problems. Addressing the value of co-operative strategies to achieve sustainable development and cope with agri-environmental problems, this book will be of great interest to agricultural economists and those with an interest in ecological reforms of agricultural policies.     Abstract: Utilising a wide array of data and rich empirical evidence drawn from a large sample of industrial districts (IDs), Ivana Paniccia presents a realistic, state-of-the-art analysis of their socio-economic structure and performance. This extensive yet detailed study adopts a wide perspective, integrating historical evidence and different streams of literature - from industrial to regional economics - into testable hypotheses. The multidisciplinary, quantitative approach adopted by the author, enables her to 'de-structure' the 'canonical' idea of the ID and evaluate the normative value. Supported by multivariate and econometric analyses, she identifies four general types of ID each with different development paths, performances, inter-organizational relations, and regulatory rules and institutions. The results demonstrate that IDs on average achieve better static or dynamic economic performance than non-ID areas. The analysis also highlights critical points of rupture in the socio-economic equilibrium of IDs which may impair their future competitiveness and social sustainability. The author offers a critical appraisal of the organizational literature on IDs, claiming for caution in their depiction as 'cooperative systems' and goes on to present the first steps towards a 'microfoundation' of a theory on IDs. Providing the methodology to monitor the performance and evolution of IDs, together with precise policy suggestions, this book will appeal to a broad range of scholars and researchers in a variety of disciplines including regional, industrial and institutional economics, organizational studies and industrial sociology

    Abstract: Globalizing Europe examines the involvement of the European Union in the deepening integration that results as trade and transnational production link markets and economic systems across the world. This process is posing a unique challenge to European decision-makers to implement measures that will maximize the benefits and reduce the costs of globalization. As Europe expands and becomes more integrated it is being obliged to assume greater control over the development of its external economic relations. To effect this, the authors propose that member states play a more active and constructive role in the global political economy. They advocate the planning and implementation of major initiatives that could ensure greater stability in the world economy. Because of the magnitude of the economic bonds developing between the EU and the USA, special attention is paid to the trends and issues associated with the evolution of Atlantic relations. One of the greatest challenges the authors highlight, and a theme implicit throughout the book, is that the EU's external problems may receive inadequate attention due to the complexities of its decision processes. EU-level decision-making may become more introspective, rather than global, in outlook. Combining firm, industry, regional and country levels of analysis with the diverse and provocative views of the authors, this book will be essential reading for scholars of international economics, international political economy, and international business and finance

    Abstract: This book reprints 18 essays selected from almost 30 years of work by the author as a high level official at the UN Conference on Trade and Development, the US Treasury Department and the World Bank. These essays report some of the core analytical thinking behind positions taken by these agencies on major issues in international trade policy: e.g., the shift of view on 'trade and development' from the presumption that developing countries should receive 'special and differential treatment' to today's view that they should aggressively exploit opportunities that international trade offers. Other essays report analytical work at the US Treasury Department on proposals in the 1970s for a 'New International Economic Order' - findings that supported the more conservative line that the US government eventually took, even though the Kissinger State Department urged a more accommodating line. Some essays are highly critical, e.g., of antidumping and its use by developing countries as well as by the United States, and of the GATT/WTO system itself as a template for economic policy. Scholars and students interested in how the GATT/WTO works as a policy making system will find this collection revealing as will readers interested in a way to evaluate the impact of antidumping (and other 'trade remedies') on the national economic system and on how to construct policy mechanisms that more effectively bring the interests of all US citizens into the making of US trade policy. In addition, many of these essays are useful for courses in international economics, international relations and policy science

    Abstract: Previously the role of social capital - defined as the institutions and networks of relationships between people, and the associated norms and values - in programs of poverty alleviation and development has risen to considerable prominence.     Abstract: The theme of this extensive book is the relationship between consumption and growth in the context of the long run theory of effective demand. Taking Schumpeter's views on economic development as a starting point, the author proposes an original framework for the analysis of consumption patterns as an element of growth in advanced market economies. The book examines the role of demand with respect to the theory of structural change and the theory of consumption at both the micro and macro level. The theoretical framework is employed to analyze the consumption-growth relationship and its implications for the process of structural evolution. The actual dynamics of consumption are examined in terms of the cycle of expansion in the US economy during the 1980s. The author concludes that there is a distinct shift towards a pattern of 'consumption deepening' that explains the consumption fuelled recovery of the 1980s and mirrors a process of 'intensive growth' of the market. This interpretation sheds light on the underlying process sustaining US expansion during the 1990s and the questions facing advanced market economies which have begun to experience the emergence of an 'internet scenario' in terms of development. In focusing on the relationship between consumption changes and the growth process, this book distinguishes itself from much of the literature on the subject which deals with these two aspects individually. Davide Gualerzi breaks genuinely new ground with his empirical and theoretical research. This book will appeal to economists interested in growth and economic development, scholars in related social sciences, and the wide base of economists and academics sympathetic to new approaches to the problem of economic growth

    Abstract: Given the increase in large scale mergers throughout the world, this book addresses the growing problem of restricted competition through collusion and the perennial debate surrounding the use of government subsidies for industries to further national interests. The aims of the book are threefold; firstly, to elucidate the antecedents of competition policy in the US and Europe and to demonstrate how far a convergence of principles has developed. Secondly, to outline the theory of industrial organisation as a major tool to devise an appropriate policy, and thirdly, to discuss the practice of competition policy in the US, individual European countries and the EC as a whole, in terms of collusion, mergers and vertical restraints. Manfred Neumann comprehensively explores the economic arguments that justify the need for competition policy. He considers the historical development of competition policy and the relationship between competition policy and the objectives of governmental policy as a whole. In conclusion, he argues that competition policy should be regarded as a constituent part of economic and social policy.     Abstract: It is a popular notion that money and output are separate and autonomous entities. Money and Inflation argues that this idea can neither explain the purchasing power of money nor its variations over time, and a new theory is therefore presented in its place. The book aims to provide the foundations for a new analysis of inflation from a macroeconomic perspective. The role of money is investigated in terms of value, prices, profit, and capital accumulation. The author argues that in order to gain a thorough comprehension of inflation it is necessary to focus on the formation of national income, not on its distribution.     Abstract: This authoritative book analyses the recent problems associated with the UK's monetary system and suggests a long-term solution to control bank lending in the future. It draws on extensive historical material, discussions with former senior officials and politicians, and the perceptive insights of Gordon Pepper, an advisor to Margaret Thatcher when the foundations of monetary control were being laid, to revisit and re-examine the monetarist experiment of the 1980s. The authors argue that, in spite of the instinct of the Prime Minister, the authorities never attempted to control the supply of money in the 1980s and only paid lip service to controlling the demand for money. Extraordinary behaviour of bank lending was a significant cause of the Barber boom in the mid-1970s, of the Lawson boom of the 1980s and of the depth of the recession in the early 1990s. They assert that varying interest rates is an ineffective tool to manage lending and controversially propose that the only enduring solution is to control the banks' reserves. The authors forcefully argue that should the UK not become a member of the European Single Currency the debate surrounding monetary base control will need to be reopened. By reassessing a significant era in British economic policy and suggesting a strategy for the future, this book will be of great interest to economic historians, monetary and political economists, policymakers and investment advisers

    Abstract: The current trend towards globalization is posing a substantial challenge to SME clusters to restructure and reach out to distant markets and knowledge sources, while at the same time exploiting the advantages of local factors and agglomeration. This book represents a first attempt to analyze these issues in detail, employing novel empirical evidence. The authors focus on Small and Medium-sized Enterprises (SMEs) in Italy and Taiwan, two countries in which these businesses characterize the national industrial structure. They find that in the current climate of globalization, there is no best practice model for organizing an industrial cluster since a diversity of successful institutional arrangements is possible. They demonstrate that over time SME clusters can evolve and that globalization can reshape their upgrading options by providing a variety of international knowledge linkages. Thus, the authors conclude that the development of local and global networks and new interactive modes of knowledge creation, which have co-evolved as a result of globalization, have provided the necessary conditions for competitive survival. Taking a multidisciplinary approach, the authors utilize a number of analytical tools to evaluate their survey data and present an original comparison between the experiences of two countries that are facing the challenges of globalization, often with differing strategies.     Abstract: With air transport becoming an increasingly vital part of the economy, the regulatory reform of this market has been a major development in European political economy. This book focuses on two market failures within the airline industry - market power and environmental externalities - and analyses how they have been affected by deregulation. The author employs economic models complemented by extensive empirical research, to demonstrate how the introduction of competition, brought about by liberalization, has resulted in considerable consumer benefits. The author argues that these benefits, such as increased choice through the expansion of operations, must be off set against increased environmental costs including greater noise pollution and emissions, not to mention the reduction of profits that often accompany market liberalization. In the process the book tackles a number of important issues including the background and history of airline regulation in the EU, the basic policy trade-off between monopoly power and external costs, monetary valuation of externalities, and the relationship between airline scheduling and external costs. Perhaps surprisingly, the author concludes that even in the presence of environmental costs, the introduction of competition in airline markets has resulted in net welfare improvements. Policymakers, as well as practitioners and researchers of environmental and transport economics, should draw great value from this original and pertinent volume

    Abstract: What makes the US different from other advanced economies is the opportunity for newcomers acting as entrepreneurs to start new companies, a few of which will then change the world. This book develops three points. First, the New Economy is real: part micro, part macro, and all digital. Second, its emergence around networked PCs propelled the US resurgence in the world economy during the 1990s. Third, rather than subsiding, the current US lead in information technology (IT) could well increase over the next decade. The reason lies in the clustered linking of venture capital and entrepreneurs in a system that can be stylized as 'the invention of the method of innovation'. The central theme of the book is the vital role played by newcomers, acting as entrepreneurs, to overthrow the old order and blast through the deep tendencies toward stagnation that afflict advanced, affluent economies. Related strands are (1) an update and reappraisal of Joseph Schumpeter's vision of capitalist development, (2) a regional focus on the rebirth of US computing, and (3) a detailed inquiry into the geography of innovation in strategic clusters of venture capital firms and IT knowledge workers. The author provides a sharply etched portrayal of the geography of the new economy. He lists specific case studies of the failure of established managerial corporations to capitalize on inventions, a failure remedied by newcomers. The book recounts traditional and new theories of the entrepreneur and of creative destruction. Primers on venture capital, IPOs, and internet business models are included, as are comparisons of theory and data on the emergence of new 'strategic cities'.     Abstract: This significant book investigates the political economy of environmental policy in Europe with a careful analysis of how EU directives are realised in the member states. The authors explore this issue through a comparative evaluation of the implementation of three pieces of EU environmental legislation in France, Germany, the Netherlands and the UK. Areas covered by the legislation include air emission standards for waste incinerators, the electricity supply industry, and the certification of environmental management systems. The results vary across cases even though overcompliance is observed in certain cases. The regularity arising from the different case studies is related to the determinants of the environmental outcomes that are observed. When environmental directives are implemented they are likely to interact with parallel policy processes and these interactions can exert a strong positive or negative influence on the success of the policy in question. The central policy problem is the fact that these interactions are very difficult to anticipate at the policy formulation stage. It leads the authors to propose that effective environmental policy should therefore be adaptable in order to cope with these unanticipated effects. This book covers a very important and topical issue by studying the genuine impact of environmental directives and increasing the readers' understanding of the way in which environmental federalism works in Europe.     Abstract: Between 1800 and 2000 life expectancy at birth rose from about 30 years to a global average of 67 years, and to more than 75 years in favored countries.     Abstract: This book traces the changing conditions of literacy learning over the past century as they were felt in the lives of Americans born between 1895 and 1985. The book demonstrates what sharply rising standards for literacy have meant to successive generations of Americans and how they have responded to rapid changes in the meaning and methods of literacy learning in their society. Drawing on more than 80 life histories of Americans from all walks of life, the book addresses critical questions facing public education at the twenty-first century: What role does economic change play in creating inequality in access and reward for literacy? What is the human impact of the economy's growing reliance on the literacy skills of workers? This book gets beyond the usual laments about the crisis in literacy to offer an often surprising look into the ways that literacy is lived in America
