Dans cette étude, nous cherchons à montrer comment on peut mobiliser, à partir d'un corpus composé de textes législatifs et réglementaires, les apports d'une analyse comparative des interventions linguistiques allemandes et françaises pour contribuer à une réflexion, d'une part, sur la définition d'une politique linguistique, en tant qu'objet, et, d'autre part, sur la délimitation des politiques linguistiques en tant que champ ou domaine de la sociolinguistique. Pour ce faire, nous nous proposons de faire ressortir, dans un premier temps, des traits distinctifs de l'intervention institutionnelle sur la langue en Allemagne et en France, avant de mettre au jour, au moyen d'une approche contextualisée des documents, des aspects moins immédiatement visibles de l'intervention. Cette deuxième phase d'analyse vise à proposer une typologie des interventions institutionnelles allemandes et françaises sur la langue, afin de procéder, en dernière analyse, à une comparaison de ces interventions. L'approche comparative vise, in fine, à mettre à jour les éléments qui contribuent à la définition d'une politique linguistique. La définition proposée est ensuite confrontée à celles qui ressortent d'autres travaux sur ce sujet. Au-delà de sa contribution théorique et méthodologique au champ des politiques linguistiques, cette étude vise à attirer l'attention sur les interventions institutionnelles sur la langue d'un pays voisin, l'Allemagne, qui suscite, à l'heure actuelle, encore trop peu l'intérêt des sociolinguistes

The present study tries to demonstrate the contribution of a comparative analysis of German and French governmental actions on language to the definition of a language policy as an object, on the one hand, and its delimitation as a scientific field (part of sociolinguistics), on the other hand. Caring an empirical approach, we take as a starting point the national or regional public action that comes forward through the elaboration of legal and administrative texts with different juridical values (laws, decrees, instructions, decisions and orders). A first examination of the documents aims to bring to light the salient aspects of the German and French governmental action on language by recognizing their objects, objectives and modalities as well as the actors involved. A second analytical level aims to contextualize the texts. By means of contextualization, we reveal some new elements defining the governmental language action that are less immediately visible. By insisting on its covered (implicit) objectives, we propose a concise typology that distinguishes, on the one hand, the actions aiming the defense of the national language and, on the other hand, the actions pursuing a social aim (protection of linguistic rights). Resting on this typology, we finally compare the German and French governmental language action in order to bring out criteria for the definition of a language policy. The latter is then confronted to other definitions of language policy resulting from other studies. Beyond its theoretical and methodological contribution, this study aims to draw attention to actions on language in Germany; a country that still does not arouse much interest from sociolinguists
