    Kurzfassung: James D. Wolfensohn, President of the World Bank Group, noted that we face a worldwide challenge as the population in developing countries grows. What sort of conditions are those people going to live in? Is there going to be equity? Social justice? Peace? The world has changed in the last 50 years, with the private sector and market-oriented economies prevalent, with a more dynamic civil society. In the Philippines, one in three live in poverty. Addressing this must be done in a cooperative way. The Comprehensive Development Framework brings together stakeholders. Social programs will only work if there is an effective structure involving these elements: the first element is strengthening governance; second element is a proper legal and judicial system; third element is the issue of financial supervision and control; fourth element is social system in place; and fifth element is the issue of corruption. The issue of implementation and the issue of transparent review and accountability are tremendously important

Wolfensohn, President of the World Bank Group, noted that we will be judged on three counts: first, whether the we are serious about Africa's development and inclusion; second, whether we understand globally the nature of human security and sustainable development; and, third, whether the international community can face up to the global challenge of acquired immune deficiency syndrome (AIDS). More than 13 million Africans have already died of AIDS, 23 million are now living with human immunodeficiency virus (HIV) and AIDS, and 10 million African children have been orphaned by AIDS. The 21 countries with the highest rates of HIV are all in Africa. The Bank will provide governments with the maximum available funding to create and implement programs

Wolfensohn, President of the World Bank Group, discussed that it is crucial to have economic growth and it is crucial to adhere to policies which are tried and true in terms of balance, in terms of equilibrium, in terms of monetary, and fiscal policy. The real issues are how can one deal with poverty within the framework of environmental sustainability, with inclusive and sustainable programs, with participation, and with results that can make a big enough difference. In the last seven years there has been a fantastic change in the weighting between the net flow of funds from the official institutions compared with the private sector-to the point where today private sector flows are six times official flows. The Bank is trying to deal with these new interfaces: working with the clients in a more responsive and less dogmatic fashion; asking how one can differentiate between economies; building a knowledge bank so that the Bank can leverage knowledge as a key driver of development

Wolfensohn, President of the World Bank Group, discusses the relationship, which has been going on for years between the Bank and the International Labour Organization (ILO), has indeed been deepened and strengthened. The Bank has established some work programs, including joint studies on reform of vocational education and training systems, on the labor-market impact of export processing zones, and joint workshops for trade unionists on labor and development issues. Wolfensohn reviewed the differing role of the Bank compared to the ILO. The Bank is focusing direct and specific attention on poverty alleviation within a sustainable environment. He discussed other partners in development: other multilateral institutions, the private sector, civil society, and governments. The aims of the Bank and the ILO are linked to giving individuals a chance for freedom and economic opportunity with a sense of justice and fairness

    Kurzfassung: Habitat II, the second United Nations conference on human settlements, also known as the "City Summit," concluded its work on June 14, 1996, in Istanbul. Habitat II indelibly marked the increasingly urban nature of the world and the urgency, extent, and increasing size of problems facing people in cities, especially the poor. The conference developed consensus around the need to achieve sustainable development in urban areas, with special emphasis on the provision of basic services and shelter for the poor. The summit underscored the role of partnerships. Mr. Wolfensohn noted that partnerships are one of the key thrusts of all the work at the World Bank. The Bank has a long history with the urban sector. Looking to the future, the Bank identified three key priorities for action to make cities livable today: bringing basic services to the poor; a healthier urban environment; and finance for people in cities. The Bank made important commitments at Istanbul to increase its support to urban development, particularly through people-centered approaches

    Kurzfassung: James D. Wolfensohn, President of the World Bank Group, discussed the concept of a globalization trap that have gotten support from quite a few critical publications recently. His concern with regards to globalization centers on two aspects of the problem. The first aspect is an increasingly imbalanced development path in which globalization is the reason for winner taking it all while the losers are left behind. The second aspect is that public interest is becoming secondary to individual interest, or turn it the other way around, globalization drives development, whereas government is at a loss to control it. An offensive strategy to fight the globalization trap is needed: the first aspect being a closer cooperation between the public and private sector to improve education and infrastructure, the second being to use the markets to solve problems rather than rely on government regulations, and the third is to make global communication facilities a tool for global cooperation
