Abstract: “The more divisions along ethnic, linguistic, religious and nationhood lines, the more important become intergovernmental relations as the glue that holds a country together, but also the more difficult to achieve cooperation. The editors must be congratulated having brought together a set of excellent chapters on pertinent countries characterised by such divisions in both First and Third World contexts.” – Professor Nico Steytler, SARChI Chair in Multlevel Government, Law and Development, University of the Western Cape, South Africa “These accomplished authors, under the inspiring leadership of Fessha, Kössler, and Palermo, investigate the potential of intergovernmental relations for stability and peace in established and aspiring democracies whose societies are deeply divided. A must read for anyone interested in the peaceful management of political conflicts.” – Professor Alain Gagnon, Alain G. Gagnon, Canada Research Chair in Quebec and Canadian Studies, Université du Québec à Montréal, Canada “Intergovernmental relations are a critical aspect of any system of multi-level government. A study of how they work in divided societies is long overdue, and welcome.” – Professor Cheryl Saunders, Laureate Professor Emeritus at the University of Melbourne, Australia This edited volume examines the form and operation of intergovernmental relations in divided societies. Using eight country case studies, it explores the interplay between politicised ethno-cultural diversity and intergovernmental relations (IGR). The book examines whether and how the distinctive identity of particular subnational units and the attending competing constitutional visions shape the dynamics of IGR. The book also examines the impact of identity politics on institutions and instruments of IGR. Yonatan T. Fessha is Professor of Law at the University of the Western Cape, South Africa. Karl Kössler is Senior Researcher at the Institute for Comparative Federalism at Eurac Research Bolzano/Bozen, Italy. Francesco Palermo is Professor of Comparative Constitutional Law at the University of Verona and Head of the Institute for Comparative Federalism at Eurac Research Bolzano/Bozen, Italy.

Abstract: Trade in value added (TiVA) indicators are increasingly used to monitor countries' integration into global supply chains. However, they are published with a significant lag - often two or three years - which reduces their relevance for monitoring recent economic developments. This paper aims to provide more timely insights into the international fragmentation of production by exploring new ways of nowcasting five TiVA indicators for the years 2021 and 2022 covering a panel of 41 economies at the economy-wide level and for 24 industry sectors. The analysis relies on a range of models, including Gradient boosted trees (GBM), and other machine-learning techniques, in a panel setting, uses a wide range of explanatory variables capturing domestic business cycles and global economic developments and corrects for publication lags to produce nowcasts in quasi-real time conditions. Resulting nowcasting algorithms significantly improve compared to the benchmark model and exhibit relatively low prediction errors at a one- and two-year horizon, although model performance varies across countries and sectors.

Abstract: Minority Accommodation through Territorial and Non-Territorial Autonomy' explores the relationship between minority, territory, and autonomy, and how it informs our understanding of non-territorial autonomy (NTA) as a strategy for accommodating ethno-cultural diversity in modern societies. While territorial autonomy (TA) is defined by a claim to a certain territory, NTA does not assume that it is derived from any particular right to territory, allocated to groups that are dispersed among the majority while belonging to a certain self-identified notion of group identity. In seeking to understand the value of NTA as a public policy tool for social cohesion, this volume critically dissects the autonomy arrangements of both NTA and TA, and through a conceptual analysis and case-study examination of the two models, rethinks the viability of autonomy arrangements as institutions of diversity management. This is the second volume in a five-part series exploring the protection and representation of minorities through non-territorial means, examining this paradox within law and international relations with specific attention to non-territorial autonomy (NTA)
Note: Includes bibliographical references and index , Autonomy and territory: Owned or shared? territorial autonomy in the minority discourse , Can non-territorial autonomy bring an added value to theoretic and policy-oriented analysis of ethnic politics? , Minorities and the limits of liberal democracy : demoicracy and non-territorial autonomy , Non-territorial autonomy : the meaning of '(non)-territoriality , Autonomy in history and law: Non-territorial Millets in Ottoman history , From empire to multilateral player : the deep roots of autonomy in Russia , Territorial and non-territorial autonomy in a global perspective: NTA as political strategy in central and eastern Europe , Autonomy as symbolic production : the case of contemporary Russia , Indigenous autonomy in the Americas , Autonomy in south Asia : evidence for the emergence of a regional custom , Conclusion : beyond the illusion of ethno-culturally homogenous territory
