    Kurzfassung: July 1999 - Efficiency indicators can be useful to regulators assessing the efficiency of an operation and the wedge between tariff and minimum costs. They allow regulators to control for factors over which the operators have no control (such as diversity of water sources, or water quality or user characteristics). Estache and Rossi estimate a stochastic costs frontier for a sample of Asian and Pacific water companies, comparing the performance of public and privatized companies based on detailed firm-specific information published by the Asian Development Bank in 1997. They find private operators of water companies to be more efficient than public operators. Costs in concessioned companies tend to be significantly lower than those in public companies. Estache and Rossi compare the ranking of these companies by efficiency performance (obtained from econometric estimates) with rankings by more standard qualitative and productivity indicators typically used to assess performance. They show that rankings based on standard indicators are not always very consistent. Productivity indicators recognize simple input-output relations, such as the number of workers per client or connection. Frontiers recognize the more complex nature of interactions between inputs and outputs. Cost frontiers show the costs as a function of the level of output (or outputs) and the prices of inputs, and are generally more useful to regulators assessing the wedge between tariff and minimum costs. Production frontiers reveal technical relations between firms' inputs and outputs and provide a useful backup when cost frontiers are difficult to assess for lack of data.     Kurzfassung: The work presents a theoretical framework for the evaluation of e-Teaching that aims at positioning the online activities designed and developed by the teacher as to the Learning, Interaction and Technology Dimensions. The theoretical research that underlies the study was developed reflecting current thinking on the promotion of quality of teaching and of the integration of information and communication tools into the curriculum in Higher Education (HE), i.e., bearing in mind some European guidelines and policies on this subject. This way, an answer was sought to be given to one of the aims put forward in this study, namely to contribute towards the development of a conceptual framework to support research on evaluation of e-teaching in the context of HE. Based on the theoretical research carried out, an evaluation tool (SCAI) was designed, which integrates the two questionnaires developed to collect the teachers' and the students' perceptions regarding the development of e-activities. Consequently, an empirical study was structured and carried out, allowing SCAI tool to be tested and validated in real cases. From the comparison of the theoretical framework established and the analysis of the data obtained, we found that the differences in teaching should be valued and seen as assets by HE institutions rather than annihilated in a globalizing perspective

    Kurzfassung: La municipalité de Lisbonne (Portugal), qui s’efforce d’améliorer l’accueil des enfants souffrant de déficiences à l’école primaire, a récemment mis en oeuvre un programme visant à rendre les écoles plus accessibles et a restauré un bâtiment historique dans le cadre de ce projet.

    Kurzfassung: L’avènement du marché en tant qu’instrument de régulation du secteur public et l’incitation des établissements à la concurrence reposent sur l’idée que ces phénomènes favorisent la réceptivité des établissements à la société et une utilisation plus efficace des fonds publics. Toutefois, des établissements autonomes contraints à entrer en concurrence dans des conditions de marché pourraient bien adopter des stratégies favorisant « leur propre intérêt », tout particulièrement dans un contexte de restrictions budgétaires. Cela ne garantit en rien que les objectifs stratégiques de ces établissements coïncideront avec ou convergeront vers le « bien public » ou les objectifs gouvernementaux, ce qui ouvre la voie à l’ingérence de l’État. Au Portugal, les effets combinés de l’expansion rapide du système d’enseignement supérieur et de la baisse du taux de natalité national ont conduit à une situation de forte concurrence pour attirer les étudiants. Cet article analyse les effets de cette concurrence sur le comportement des établissements publics et privés sous l’angle des politiques d’offre de nouveaux programmes d’études et de promotion de l’accès à de nouveaux étudiants adoptées par les établissements en question. Le comportement des secteurs public et privé est ensuite comparé de manière à vérifier dans quelle mesure une forte concurrence favorise une attitude convergente des deux sous-secteurs, aboutissant à un relâchement des efforts de poursuite du bien public, voire à une ignorance totale de ce dernier.
