    Abstract: Young people have demonstrated resilience to shocks and led positive change in their communities across the Middle East and North Africa (MENA) region. Young people (aged under 30) constitute more than half (55%) of the population across MENA, compared with 36% of the population across OECD countries. While challenges vary significantly across the region, youth unemployment rates are among the highest in the world, young people tend to express low trust in public institutions, and nearly four in ten live in fragile and conflicted-affected areas. The COVID-19 crisis has underscored the need to place the needs of young people at the centre of an inclusive and resilient recovery. To support this process, this report analyses current governance arrangements and practices across 10  MENA governments in three areas: 1) uniting all government stakeholders to implement a shared, integrated youth policy and deliver services to young people; 2) building administrative and institutional capacities to mainstream the perspectives of young people in policy making; and 3) encouraging the participation and representation of young people and youth stakeholders in public and political life.

    Abstract: Evaluation is a key tool in improving the quality and effectiveness of development co-operation. The Development Assistance Committee (DAC) Working Party in Aid Evaluation is the only international forum where bilateral and multilateral evaluation experts meet regularly. Its Members meet to improve evaluation practice and to learn lessons from development co-operation activities and experiences. A series "Evaluation and Aid Effectiveness" was launched to share selected pieces of work with a broader public. Joint multi-donor evaluations provide opportunities but also create challenges. The collaborative nature of such evaluations requires special attention and handling. This guide sets out the key steps to be taken when planning and implementing multi-donor evaluations. It draws upon experiences encountered in various types of multi-donor evaluations, some of which were conducted by the DAC Working Party on Aid Evaluation, while others were joint evaluations of multilateral agencies such as UNICEF, or more recently the European Commission's aid programmes and UNCDF. Insights have also been gained through joint evaluations by the Nordic countries.     Abstract: Der Bericht bietet eine umfassende Analyse der jüngsten Entwicklungen bei Migrationsbewegungen und -politik in den OECD-Ländern sowie in einigen Nichtmitgliedsländern.     Abstract: La Meta de Desarrollo del Milenio 7 convoca a asegurar la sostenibilidad ambiental mediante la integración de los principios del desarrollo sostenible en las políticas y los programas de los países. La Evaluación Ambiental Estratégica (EAE) es una de las principales herramientas disponibles para lograr esta integración. La Declaración de París sobre la Efectividad de la Ayuda al Desarrollo, acordada y suscrita por más de 100 donantes y países en desarrollo en marzo de 2005, compromete conjuntamente a los donantes y los países socios a "desarrollar y aplicar enfoques comunes para la evaluación estratégica ambiental a nivel de sector y nación". Esta Guía explica los beneficios de usar la Evaluación Ambiental Estratégica en la cooperación para el desarrollo, y presenta los pasos clave para su aplicación, basándose en experiencias recientes. El documento identifica 12 diferentes puntos de ingreso para la aplicación práctica de la EAE en la cooperación para el desarrollo. Para cada punto de ingreso, ofrece una nota guía, una lista de control de preguntas y estudios de caso prácticos. La Guía también aborda la evaluación y el desarrollo de capacidades para los procesos de la EAE. Aunque la publicación de esta Guía va dirigida ante todo a los profesionales que trabajan en las agencias de desarrollo y los gobiernos de los países en desarrollo, también resultará valiosa para otros analistas de políticas y planificadores. La Guía contiene un prólogo realizado por Rt, Hon. Hillary Benn, Secretario de Estado para el Desarrollo Internacional del Reino Unido; Kemal Dervis, Administrador, PNUD, y Richard Manning, Presidente del Comité de Asistencia para el Desarrollo (CAD). Mit dem Aktionsprogramm 2015, das die weltweite Reduzierung der Armut zu einem wichtigen Bestandteil der gesamten staatlichen Politikgestaltung und einer überwölbenden Aufgabe der Entwicklungszusammenarbeit erklärt, wurde die Armutsbekämpfung zu einer klaren Priorität erhoben. Nach Japan und den USA ist die Bundesrepublik der drittgrößte Geber unter den DAC-Mitgliedsländern. In den letzten drei Jahren wurden eine Reihe organisatorischer Veränderungen mit dem Ziel vorgenommen, die Kohäsion der deutschen EZ-Einrichtungen zu stärken, sie zu rationalisieren und ihre operationelle Effizienz zu steigern. Das hat zu einer Verschlankung der organisatorischen Strukturen geführt und die Funktionsweise des deutschen EZ-Systems insgesamt weiter vereinfacht.
