    Abstract: In this paper, the authors discuss the ways in which national governments, firms, and individuals respond to policy related to food safety, environmental protection, and trade. These responses must be considered in the development of policy to ensure the best possible outcomes. It accounts for uncertainty about policy impacts and scientific knowledge and incorporates stochastic environmental factors. The authors argue use of such a model in the development of health and environmental policy can overcome capture by domestic forces opposed to trade liberalization. The effectiveness of policy, of course, is dependent upon firm and consumer response to policy. Section one describes the impacts of international transfer of species and genetic material, paying particular attention to the introduction of alien invasive species. Section two discusses issues surrounding trade in environmental amenities. Food safety and environmental regulations are reviewed in section three, along with mechanisms by which such policy can serve as a proxy for protectionists. Section four develops a risk assessment model that can be used in policy design. Section five considers the role of institutional, firm and individual behavior in the development and effectiveness of policy. Section six summarizes our analysis in offering an agenda for trade talks

    Abstract: This volume celebrates the life and career of Gordon Rausser, pioneer and leader in natural resource economics, while critically overviewing the emerging literature in the field. As the chair of the Agriculture and Resource Economics department at UC Berkeley, Rausser led the transformation of the department from a traditional agricultural economics department to a diverse resource economics department addressing issues of agriculture, food, natural resources, environmental economics, energy, and development. This book builds on this theme, showcasing not only the scope of Rausser's work but also key developments in the field. The volume is organized into two parts. The first part speaks about the lessons of Gordon Rausser's career, in particular, his role as a leader in different spheres, his capacity to integrate teaching and entrepreneurship, and his impact on the world food system.     Abstract: This is an open access book. This edited volume discusses topics in environmental economics with a focus on sustainability, conservation, and responsible resource management. Written in memory of Peter Berck, Professor of Agricultural and Resource Economics at the University of California, Berkeley, the chapters expand upon his insights about the connections between human activities and the natural world. The volume includes a selection of research on agriculture, energy, forestry, fisheries, land use, recycling, and conservation – all parts of the broad question of how natural resources can meet human needs while avoiding environmental degradation. Written from a 21st century perspective, with concerns about climate, renewable energy, biodiversity, and sustainable development, this volume will be of interest to researchers and students of agricultural and resource economics.

    Abstract: This book is unusual in many respects. It was written by a prolific author whose tragic untimely death did not allow to finish this and many other of his undertakings. It was assembled from numerous excerpts, notes, and fragments according to his initial plans. Zilberman's legacy still awaits its true discovery and this book is a second installment to it after The Birth of Meaning in Hindu Thought (Kluwer, 1988). Zilberman's treatment of analogy is unique in its approach, scope, and universality for Western philosophical thought. Constantly compared to eastern and especially classical Indian interpretations, analogy is presented by Zilberman as an important and in many ways primary method of philosophizing or philosophy-building. Due to its universality, this method can be also applied in linguistics, logic, social analysis, as well as historical and anthropological research. These applications are integral part of Zilberman's book. A prophetic leap to largely uncharted territories, this book could be of considerable interest for experts and novices in the field of analogy alike.

    Abstract: This book is a selection of articles by David Zilberman, a prolific author, whose tragic untimely death did not allow to finish many of his undertakings. Zilberman’s work represents a fresh word in the way of philosophizing or philosophy-building and the technique of modal methodology. This book comprises of thirteen independent articles that are not related by content. The point of thematic convergence of these articles is the way they reflect the new way of methodological thinking through the application and benefits of modalization or modal methodology that unfolds unbound possibilities of philosophic elaborations. By shifting constantly from one position to another, Zilberman disclosed the antinomicity of all types of thought. Such an approach led him to outline for the first time his major attempt to start creating not "systems" but "sums" of philosophies so that the philosophical activity would be able to re-emerge on the slopes of such "sums." The book can be used as a starting point of a discussion, especially in study of philosophy. We imagine it can be used in undergraduate classes on World Philosophies or Intercultural Philosophy courses. With that, it can serve as a useful resource for adding intercultural elements into Western-centered courses.

    Abstract: The world is witnessing a sudden growth in production of biofuels, especially those suited for replacing oil like ethanol and biodiesel. This paper synthesizes what the environmental, economic, and policy literature predicts about the possible effects of these types of biofuels. Another motivation is to identify gaps in understanding and recommend areas for future work. The analysis finds three key conclusions. First, the current generation of biofuels, which is derived from food crops, is intensive in land, water, energy, and chemical inputs. Second, the environmental literature is dominated by a discussion of net carbon offset and net energy gain, while indicators relating to impact on human health, soil quality, biodiversity, water depletion, etc., have received much less attention. Third, there is a fast expanding economic and policy literature that analyzes the various effects of biofuels from both micro and macro perspectives, but there are several gaps. A bewildering array of policies - including energy, transportation, agricultural, trade, and environmental policies - is influencing the evolution of biofuels. But the policies and the level of subsidies do not reflect the marginal impact on welfare or the environment. In summary, all biofuels are not created equal. They exhibit considerable spatial and temporal heterogeneity in production. The impact of biofuels will also be heterogeneous, creating winners and losers. The findings of the paper suggest the importance of the role biomass plays in rural areas of developing countries. Furthermore, the use of biomass for producing fuel for cars can affect access to energy and fodder and not just access to food

    Abstract: The food commodity price increases beginning in 2001 and culminating in the food crisis of 2007/08 reflected a combination of several factors, including economic growth, biofuel expansion, exchange rate fluctuations, and energy price inflation. To quantify these influences, the authors developed an empirical model that also included crop inventory adjustments. The study shows that, if inventory effects are not taken into account, the impacts of the various factors on food commodity price inflation would be overestimated. If the analysis ignores crop inventory adjustments, it indicates that prices of corn, soybean, rapeseed, rice, and wheat would have been, respectively, 42, 38, 52, and 45 percent lower than the corresponding observed prices in 2007. If inventories are properly taken into account, the contributions of the above mentioned factors to those commodity prices are 36, 26, 26, and 35 percent, respectively. Those four factors, taken together, explain 70 percent of the price increase for corn, 55 percent for soybean, 54 percent for wheat, and 47 percent for rice during the 2001-2007 period. Other factors, such as speculation, trade policy, and weather shocks, which are not included in the analysis, might be responsible for the remaining contribution to the food commodity price increases
