    Abstract: The Affect of Difference is a collection of essays offering a new perspective on the history of race and racial ideologies in modern East Asia. Contributors approach this subject through the exploration of everyday culture from a range of academic disciplines, each working to show how race was made visible and present as a potential means of identification. By analyzing artifacts from diverse media including travelogues, records of speech, photographs, radio broadcasts, surgical techniques, tattoos, anthropometric postcards, fiction, the popular press, film and soundtracks—an archive that chronicles the "idian experiences of the colonized—their essays shed light on the politics of inclusion and exclusion that underpinned Japanese empire.One way this volume sets itself apart is in its use of affect as a key analytical category. Colonial politics depended heavily on the sentiments and moods aroused by media representations of race, and authorities promoted strategies that included the colonized as imperial subjects while simultaneously excluding them on the basis of "natural" differences. Chapters demonstrate how this dynamic operated by showing the close attention of empire to intimate matters including language, dress, sexuality, family, and hygiene.The focus on affect elucidates the representational logic of both imperialist and racist discourses by providing a way to talk about inequalities that are not clear cut, to show gradations of power or shifts in definitions of normality that are otherwise difficult to discern, and to present a finely grained perspective on everyday life under racist empire. It also alerts us to the subtle, often unseen ways in which imperial or racist affects may operate beyond the reach of our methodologies. Taken together, the essays in this volume bring the case of Japanese empire into comparative proximity with other imperial situations and contribute to a deeper, more sophisticated understanding of the role that race has played in East Asian empire.

    Abstract: The information and knowledge about ethno-medicinal herbs are getting stronger interest in Global and Korea after the agreement of the Nagoya Protocol. However, it is known that there is a serious asymmetry of ethno-medicinal information between experts and public, thus this study aimed to analyze the similarities and differences in interest between experts and public for medicinal herbs in Korea through big data analysis. The medicinal herbs selected in this study were the top 10 herbs in terms of the amounts purchased by TKM centers. And two representative web search engines were selected to collect the web search logs, i.e. big data, of experts and public for medicinal herbs in Korea. Comparative analysis was accomplished through descriptive statistical analysis, Pearson's correlation coefficient, and time-series graph analysis. The web search traffic logs were collected for the past three years (2012-2014) from OASIS and NAVER, which are the representative web search engines of experts and public respectively in Korea. First, regarding OASIS, the most searched medicinal herb was Angelicae Gigantis Radix while the least searched was Alismatis Rhizoma; for NAVER, the most searched medicinal herb was Paeoniae Radix, unlike OASIS, and the least searched was Alismatis Rhizoma, as with OASIS. The coefficient between rank of herbs and OASIS was -0.401, and that between rank of herbs and NAVER was -0.387, and the correlational coefficient for web search trends of OASIS and NAVER during the past three years was 0.438. Also the correlation of interest between experts and public for each herb on monthly web trends basis was similar with regard to Glycyrrhizae Radix et Rhizoma and Angelicae Gigantis Radix, but different with regard to the other 8 medicinal herbs. Finally, significant outcomes or suggestions were figured out through time-series graph analysis. This study presents meaningful results concerning the similarities and differences in interest between experts and public for popular medicinal herbs in Korea. Contrary to the common assumption that there exists big different interest between experts and public, this study revealed that there is apparent similar interest between experts and public on popular medicinal herbs in Korea.

    Abstract: Natural products have long been the most important source of ingredients in the discovery of new drugs. Moreover, since the Nagoya Protocol, finding alternative herbs with similar efficacy in traditional medicine has become a very important issue. Although random selection is a common method of finding ethno-medicinal herbs of similar efficacy, it proved to be less effective; therefore, this paper proposes a novel targeted selection method using data mining approaches in the MEDLINE database in order to identify and select herbs with a similar degree of efficacy. From among sixteen categories of medical subject headings (MeSH) descriptors, three categories containing terms related to herbal compounds, efficacy, toxicity, and the metabolic process were selected. In order to select herbs of similar efficacy in a targeted way, we adopted the similarity measurement method based on MeSH. In order to evaluate the proposed algorithm, we built up three different validation datasets which contain lists of original herbs and corresponding medicinal herbs of similar efficacy. The average area under curve (AUC) of the proposed algorithm was found to be about 500% larger than the random selection method. We found that the proposed algorithm puts more hits at the front of the top-10 list than the random selection method, and precisely discerns the efficacy of the herbs. It was also found that the AUC of the experiments either remained the same or increased slightly in all three validation datasets as the search range was increased. This study reveals and proves that the proposed algorithm is significantly more accurate and efficient in finding alternative herbs of similar efficacy than the random selection method. As such, it is hoped that this approach will be used in diverse applications in the ethno-pharmacology field.

    Abstract: Salvia plebeia R. Br. (SP) has been widely used as a traditional folk medicine for the treatment of infectious diseases and pain. An anti-inflammatory potential of SP has remains largely unknown. We tried to elucidate the principle mechanism and the active ingredients underlying the anti-inflammatory activities of SP. We investigated the protective activities of SP methanolic extract (SPME) and seven representative ingredients against inflammation. Quantitative analysis using HPLC-DAD-ESI/MS was conducted to determine the relative amounts of these seven active ingredients in SPME. Both in vitro murine macrophages and in vivo mouse models were employed to elucidate SP- and active ingredient-mediated anti-inflammatory effects. SPME significantly reduced inflammatory processes both in vivo in a TPA-induced ear edema model and in vitro in lipopolysaccharide (LPS)-activated macrophages. SPME decreased the release of nitric oxide (NO) and prostaglandin E2 (PGE2) and expression of inducible nitric oxide synthase (iNOS). Seven active components (luteoloside (C1), nepitrin (C2), homoplantagenin (C3), luteolin (C4), nepetin (C5), hispidulin (C6), and eupatorin (C7)) of SPME were analyzed and their relative concentrations were determined, demonstrating that C2, C3, C5 and C6 were present in higher amounts than were C1, C4, and C7. These major compounds inhibited NO and PGE2 production, and iNOS and COX-II protein expression through heme oxygenase-1 (HO-1) induction via activation of nuclear factor erythroid 2-related factor2 (Nrf2). Our data demonstrate that SPME possesses potent in vitro and in vivo anti-inflammatory activities. Nepetin and hispidulin, and their glycosides are the major active compounds in SPME, and their effects are mediated by Nrf2/HO-1 signaling. Taken together, we propose that SPME and its active ingredients may serve as novel therapeutic candidates for diseases associated with excessive inflammation.

    Abstract: Investment in infrastructure is essential for promoting economic growth, and while countries in Asia have enjoyed higher rates of gross domestic product growth in recent years, the region remains severely deficient in the scale and quality of sustainable infrastructure. Moreover, population growth and climate change continue to put increasing pressure on the need for strategic and farsighted development, calling for policy makers to reevaluate infrastructure governance to ensure sustainable economic growth. Currently, in developing Asia, most investment in infrastructure comes from the public sector. However, with growing fiscal deficits and other budgetary constraints, it is essential to develop alternative sources of investment for infrastructure projects. This presents opportunities to tap into the private sector, which can play an instrumental role in minimizing the funding gap through the development of stronger, more transparent public–private partnerships (PPPs) and incentivizing sustainable infrastructure investment. This book provides a scholarly discussion on the importance of PPPs and approaches to unlock private participation in infrastructure investment based on lessons from across Asia. Among the proposed schemes are government tax incentives, development-based land value capture strategy under PPP land pooling, Viability Gap Funds, Project Development Facilities, and other guarantees. The book aims to assess the impacts and future of sustainable infrastructure investments and examines the role of governments in mobilizing financial resources and new models for unlocking private investment in sustainable infrastructure. This book consists of fifteen original chapters on the experiences of the Central Asia Regional Economic Cooperation (CAREC) and a few other cases for promoting private investment in sustainable infrastructure.
