    Kurzfassung: À l’heure où de nombreux pays de la région MENA cherchent à accélérer leur croissance économique et à construire des sociétés plus stables et plus ouvertes, ce rapport soutient qu’une plus grande autonomisation économique des femmes est l’une des clés pour atteindre ce double objectif. Il affirme qu’en dépit des difficultés rencontrées par certains pays pour garantir aux femmes un accès égal aux opportunités économiques, des progrès sont en cours et peuvent être renforcés par des actions politiques ciblées, inclusives et coordonnées. S’appuyant sur les conclusions d’un premier rapport de suivi publié en 2017, le présent rapport analyse les réformes législatives, politiques et institutionnelles récentes en faveur de l’autonomisation économique des femmes en Égypte, en Jordanie, au Maroc et en Tunisie et cherche à identifier les facteurs de réussite qui ont contribué à ancrer ces réformes. Il fournit par ailleurs des exemples concrets et des outils pratiques à l’intention des décideurs politiques pour les aider à transformer les politiques publiques en actions efficaces pour l’autonomisation économique des femmes.

    Kurzfassung: Skills are central to Peru’s future prosperity and the well-being of its people. Peru's economic development to date has largely been driven by abundant natural resources and high commodity prices in the global market. The goal for the future is to ensure productive diversification, expand export capacity and take part in global value chains with more complex goods and services. Boosting the development, activation and use of skills will be key to achieving these ambitions. As demonstrated by the Survey of Adult Skills (PIAAC), which Peru is currently deploying, higher skills levels are not only associated with higher productivity and earnings, but also with other important outcomes, such as better health, higher levels of trust and greater propensity to contribute to society through volunteering. The OECD Skills Strategy Diagnostic Report: Peru sets out nine skills challenges for Peru. These challenges were identified through two interactive workshops with stakeholders as well as through analysis of the OECD and other data sources. The first six challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next three challenges refer to the “enabling” conditions that strengthen the overall skills system.

The four chapters capture the ideas, insights, and discussions from the “Eighth Roundtable on Labor Migration in Asia - Building Partnerships for Effectively Managing Labor Migration: Lessons from Asian Countries for the UN Global Compact on Migration”, hosted by Human Resource Development Korea in Incheon, Republic of Korea, in January 2018. The event, co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization, brought together regional experts and policy makers. The report’s introductory chapter reviews recent regional trends, and two statistical annexes offer detailed coverage of intra-Asia migration flows, as well as cross-regional migration flows.

The examples provide insights into the practical ways in which employers interact with government services and policies at the local level. They highlight the need to build policy coherence across employment, skills, economic development and innovation policies, and underline the importance of ensuring that skills utilisation is built into policy development thinking and implementation. Skills utilisation concerns the extent to which skills are effectively applied in the workplace to maximise workplace and individual performance. It involves a mix of policies including work organisation, job design, technology adaptation, innovation, employee-employer relations, human resource development practices and business-product market strategies. It is often at the local level that the interface of these factors can best be addressed.

    Kurzfassung: A majority of workers in the world are informally employed and contribute to economic and social development through market and non-market activities that are not protected, regulated, well-recognised or valued. This study provides an in-depth diagnosis of informality and the vulnerability prevailing in the informal economy. It explores new ideas to improve the lives of workers in the informal economy based on the ILO indicators of informality and the new OECD Key Indicators of Informality based on Individuals and their Household (KIIbIH). The report contributes in four ways to the global debate on the transition from the informal to the formal economy: 1) by examining the multiple faces of informality in a large sample of countries representing diverse conditions, locations and stages of development; 2) by presenting new empirical evidence on the links between informality and the development process; 3) by assessing risks and vulnerabilities in the informal economy, such as poverty and occupational risks, which can be mitigated with social protection and appropriate risk management instruments; 4) by showing that the transition to formality is a complex issue that touches on a wide range of policy domains.

    Kurzfassung: Surface transport plays a fundamental role in nearly all social and economic activity. Providing and maintaining the infrastructure consumes enormous resources. Thus, it is essential that this be carried out in the most efficient and effective way possible. Many options are available to provide surface transport infrastructure – public ministries and agencies, public-private partnerships (PPPs), state-owned companies, private and non-profit entities, and outright privatisation. There are also various means of paying for it, including user charging, subsidies, public borrowing or private financing. This report examines key principles that should be considered by governments in deciding how to provide and pay for surface transport infrastructure, with a view to best serving societies’ needs and employing public resources. It also considers the key issues that must be resolved in making more use of private financing and expertise.
