Abstract: Two aspects of the gradual but inexorable aging of the population in Latin America and the Caribbean are of particular concern. One is that the population is aging faster in the region than it did historically in the developed countries. The other is the regional context of unrelenting inequality, weak institutional development, the poor coverage and quality of social protection systems and the high demands placed on the family to provide security and protection. This book examines the aging phenomenon from the demographic perspective, the guaranteeing of human rights in old-age and the public policies that the countries of the region are deploying in fulfillment of agreements arising from the first and second meetings of the Regional Intergovernmental Conference on Aging in Latin America and the Caribbean (2003 and 2007). The book sets out the framework of rights-based social protection policies and how they apply to the particular situation of the elderly population and looks at the status of older persons in terms of income security, access to health and inclusive environments. It also examines the impacts of population aging on social protection systems - pensions, health and social services - and gives a general overview of the state of play of older persons' rights in national legislations and public policies implemented in the region. It concludes with a summary of the main challenges that population aging poses to the building of democratic and inclusive societies and emphasizes the need to move forward in adapting policy responses to the demographic panorama of the coming decades.--Publisher's description

Abstract: Information and communication technologies (ICT) are spreading fast across Latin America and the Caribbean. This trend has brought about important economic and social changes, which have largely gone unmeasured until recently. Here, analysts from the United Nations Economic Commission for Latin America and the Caribbean along with other distinguished scholars in the field of ICT, growth and productivity provide theoretical and empirical insights to the debate on the role of ICT in economic development

Abstract: "Only recently have older persons been recognized as holders of human rights. As a regional body of the United nations, ECLAC has been closely involved in this process, which started in 2003 with the adoption of the Regional strategy for the implementation in Latin America and the Caribbean of the Madrid international Plan of Action on Ageing, and culminated in the adoption of the San José Charter on the rights of older persons in Latin America and the Caribbean in May 2012. This publication aims to contribute to the research, analysis and design of proposals for the social protection of older persons. It develops a new conceptual approach and uses various indicators for its assessment in the areas of social security, health and social services. All human beings must be able to avail themselves of equal rights, without discrimination, and these rights must be enforced through serious, strategic and sustainable commitments which accommodate both present and long-term challenges. Only then will it be possible to develop an approach which includes each and every citizen and contributes to their well-being and security, so that they can make full use of their capacities, regardless of their age or economic activity."--Page [4] of cover
