Os dados apresentados são baseados em estudos sobre países, articulados em torno de um tema único de análise. Esse quadro comum compreende um exercício de previsões para o ano em curso e para os dois anos seguintes, utilizando um modelo macroeconómico simples, assim como uma análise do contexto políticosocial. Apresenta também um sumário comparativo das perspectivas dos diversos países estudados, o qual permite situar a evolução das economias africanas dentro do contecto económico mundial. Um anexo estatístico completa este volume.     Abstract: This report provides a new perspective on Africa’s urban economies that is unique in its breadth and level of detail. Based on data from more than 4 million individuals and firms in 2 600 cities across 34 countries, it presents compelling evidence that urbanisation contributes to better economic outcomes and higher living standards. It shows that across most socio-economic dimensions, cities significantly outperform the countries in which they are located. In Africa, urbanisation accounts for approximately 30% of the growth in per capita gross domestic product (GDP) over the past 20 years. Importantly, the gains from urbanisation on economic performance and quality of life extend beyond city boundaries, also benefiting rural areas. The report also shows that transnational clusters of cities are emerging along coasts as well as inland, offering new opportunities for economic development. Based on these findings, the report sets forth policy priorities at national and local levels that are essential to realise the potential of urbanisation. Among these, it argues that the role of cities should be fully anchored in national development planning. Moreover, local governments need greater fiscal and administrative capacity to become key actors in economic development.

    Abstract: What qualifies an economy as “emerging”? The answers provided in this book lead to a fresh conception of the diversity of the African continent. Thus, growth dynamics cannot simply be measured in economic terms. Indicators must also include governance, efficiency and democracy of institutions, and an appropriate climate for business. All these issues are linked to policies, and the outstanding conclusion of this book, in the face of embedded “Afro-pessimism”, is that policies do matter for growth; that there is no “African mystery”, simply poor policies and bad governance. Reform and Growth in Africa is a contribution to the search for a reversal of the economic plight of African countries, based upon national experience and policy reform. This book reflects the contributions to the first edition of the International Forum on African Perspectives, which was held in Paris in February 2000. The forum was created by the African Development Bank and the OECD Development Centre as an annual meeting place of ideas and strategies from African countries and from the OECD region. The aim of the Forum is to create an area where the knowledge bases of the partners can be combined to exploit their specific advantages in the search for solutions to the economic problems of Africa. The Forum also includes an open meeting where these ideas can be tested in front of a wide audience of people from the worlds of politics, administration, academia, the media and business.
