    Abstract: More than a decade after Chile moved from a public pay-as-you-go to a private funded pension system, seven more countries in Latin America have reformed their pension systems. This study provides a detailed description of all second-generation pension reforms in Latin America to date, evaluates the first years of operations of the new systems and outlines the problems and challenges which the systems are still facing. The basic common feature of the "second generation" pension reforms in Latin America is a greater role for funded, privately managed pensions. A move towards more funding is currently also discussed in many OECD countries as one possibility to confront the effects of ageing populations on pay-as-you-go pension systems. Thus, the Latin American reform experience is interesting not only for other developing countries about to embark on pension reform but also for policymakers and pension experts in OECD countries and transition economies.

    Abstract: Countries receiving large-scale capital inflows are at risk if these flows do not find their way into productive and long-term investment, as the Asian crisis of the late 1990s has proven. This book, the result of a joint project between the OECD Development Centre and the UN Economic Commission for Latin America and the Caribbean (ECLAC), examines the policies of a group of major Latin American countries faced with large inflows. The authors conclude that domestic policies impact on the effects of capital inflows. They demonstrate that certain countries, particularly Chile and Colombia, have been able to use policy to direct capital inflows into investment and thereby reduce the risk of instability in the financial sector. Such policies lead to effective management of foreign capital inflows and the creation of a stable, growth-oriented environment conducive to more sound external investment. The lessons of this book are as applicable in other regions of the world as they are in Latin America.

En outre, les pays dans lesquels les infrastructures et les compétences sont sous-développées auront besoin de continuer à protéger les secteurs et les segments de la population qui sont vulnérables, tout en acceptant le caractère transitoire d’une telle protection.

    Abstract: What is the impact of political decentralisation in Latin America? This book considers the problems raised by political decentralisation in the region and identifies the challenges ahead. Political decentralisation tends to devolve a certain amount of financial responsibility to the sub-national levels of government, hence potentially destabilising centrally established fiscal and budgetary targets. The question is, thus, a particularly timely one which seeks to reconcile enhanced democratisation with the fiscal rigour demanded by the international marketplace. This book brings together papers presented at the eighth annual meeting of the "International Forum on Latin American Perspectives", sponsored jointly by the OECD Development Centre and the Inter-American Development Bank. The analyses of economic experts are confronted with the real-life experiences of practitioners from a number of Latin American countries, providing the reader with a stimulating exposé of the risks and benefits to economic development of the new decentralising trend. Of particular interest are the so-called "ten commandments" suggested by Ricardo Hausmann as a set of rules which should govern fiscal management in decentralised democracies. Discussion of these and other propositions makes for a lively, yet soundly based contribution to this very important debate.

    Abstract: Le Forum international sur les Perspectives latino-américaines a été créé par la Banque interaméricaine de développement et le Centre de Développement de l’OCDE comme un lieu de débat annuel sur des questions stratégiques intéressant l’Amérique latine et la zone OCDE. Cet ouvrage rassemble les actes de la dixième édition du Forum qui s’est tenue à Paris en novembre 1999. Il en ressort que le système financier international doit être réformé dans le cadre d'un partenariat d'envergure internationale entre les secteurs public et privé, afin d'encourager la stabilité et la croissance. Le Forum s'est interrogé sur la capacité des réformes actuelles des marchés financiers mondiaux à identifier et à corriger les distorsions majeures qui affectent les flux de capitaux entre les pays développés et les pays en voie de développement, évaluant notamment la question du risque moral par rapport au risque souverain. Une attention toute particulière a été accordée aux moyens d'associer le secteur privé à la prévention et la résolution des crises, en particulier dans le cadre du Club de Paris ; aux récentes propositions de révision des Accords de Bâle relatifs aux normes de fonds propres des banques ; et au régime de taux de change adéquat pour l’Amérique latine.

    Abstract: L’investissement direct étranger (IDE) est-il préférable à d’autres flux de capitaux, comme les prêts bancaires ? Telle est la question centrale traitée ici. La part de l’IDE dans l’ensemble des flux en direction de l’Amérique latine a indiscutablement augmenté, mais il n’est guère aisé de déterminer la part de.l’offre et de la demande dans la genèse du phénomène. Les analyses présentées dans cet ouvrage semblent démontrer que l’IDE ne contribue ni plus ni moins que les autres types de capitaux à la croissance et à la résistance aux crises. Il peut même être, dans certains cas, un signe de mauvaise santé de l’économie. Mais cet ouvrage présente également des arguments opposés. En outre, on croit généralement que les pays qui se concurrencent pour attirer l’IDE entraînent un « nivellement par le bas », notamment des normes de protection du travail et de l’environnement. Or, étonnamment, ces craintes semblent pour une large part infondées. L’ouvrage se fait enfin l’écho d’une table ronde consacrée à ces questions et à laquelle ont participé des représentants du secteur privé. La Banque interaméricaine de développement et le Centre de développement de l'OCDE ont créé conjointement le Forum international sur les perspectives latino-américaines, tribune où des représentants de la région Amérique latine et des pays de l'OCDE peuvent débattre une fois par an de leurs idées et stratégies. Cet ouvrage rassemble les communications et les analyses présentées lors de la onzième édition de ce Forum, qui s’est tenu à Paris en novembre 2000.
