    Abstract: This analysis explores the causes of state fragility in The Gambia and identifies priority policy actions to bolster macroeconomic stability and reinforce the resilience of public institutions. In countries in fragile situations, a carefully targeted engagement strategy can have a transformative impact, and appropriate external assistance can mark the difference between the restoration of a functional public sector and a descent into a vicious cycle of institutional failure and conflict. Given the pivotal importance of engagement in countries in fragile situations, the African Development Bank (AfDB) and the World Bank's Macroeconomics and Fiscal Management Global Practice (MFM-GP) are striving to better understand the factors driving fragility in The Gambia and formulate a strategic approach to policy support, development programming, and project design that reflects the country's unique political, economic, and institutional circumstances. This report is the product of a collaboration between the MFM-GP and the AfDB's Transition Support Department. The analysis was undertaken at a particularly critical moment in The Gambia's history, as the 22-year rule of former President Yahya Jammeh gives way to the democratically elected administration of President Adama Barrow. The new government has struggled to address the political, social, and economic turbulence generated by the transition, by a legacy of mismanagement, and by climatic shocks. The World Bank and AfDB teams conducted a joint Fragility and Resilience Mission in Banjul and Dakar between February 24 and March 9, 2017. The mission's objective was to evaluate the rapidly evolving political and economic situation in the aftermath of the presidential election and to discuss with government and civil-society stakeholders the issues identified in previous analyses. The mission findings formed the basis for a comprehensive assessment of political, social, and economic dynamics in The Gambia, including its external and domestic vulnerabilities, the capacity limitations of its public sector, potential sources of conflict, and priority areas for engagement by the international development community

    Abstract: The 2005 Gleneagles G8 summit in July 2005 stimulated a concerted effort of the Multilateral Development Banks (MDBs) to broaden and accelerate programs on access to energy and climate change mitigation and adaptation through the Clean Energy Investment Framework (CEIF). At the Gleneagles summit, it was agreed that a report on the implementation of the CEIF would be prepared for the 2008 G8 (Group of Eight: Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, and the United States) summit hosted by Japan. This joint report of the MDBs to the G8 summit in Hokkaido is intended to provide information on the outcomes and lessons learned under the CEIF, describe the collective MDB objectives for addressing the energy access and climate change challenges, and outline how the MDBs plan to build on the CEIF experience to date to more fully achieve these objectives. The report builds upon the 'the MDBs and the climate change agenda' report that was presented at the December 2007 Bali climate change conference. This report describes actions taken by each MDB to develop climate change strategies and programs of actions tailored to their particular client needs, based on resources and funding mechanisms currently available. Under the CEIF, the MDBs have strengthened collaboration on analytical work and programming and committed to expand this collaboration to optimize the impact of their collective actions. In addition to reporting on the status of the CEIF, this report outlines the collective ambition of the MDBs with respect to assisting the developing countries in meeting the climate change challenge, summarizes their evolving strategies designed to meet these objectives and the mechanisms through which they intend to achieve the necessary collaboration to optimize the collective impact of their climate change interventions

    Abstract: In 2012, the Mexican Presidency of the G20 introduced inclusive green growth as a cross-cutting priority on the G20 development agenda. The second meeting of the G20 Development Working Group (DWG), hosted by the Government of the Republic of Korea, took place in Seoul the 19th and 20th of March 2012. As agreed during the first DWG meeting, this second meeting focused on the priorities for their presidency in the first half of 2012: infrastructure, food security and inclusive green growth (IGG). At its Seoul meeting, the DWG also agreed that IGG co-facilitators and relevant international organizations (IOs) should work together in 2012 to develop a nonprescriptive good practices guide/toolkit on enabling national policy frameworks for inclusive green growth to support countries who voluntarily wish to design and implement affordable and inclusive green growth policies, with the aim of achieving sustainable development and poverty alleviation. The toolkit is organized as follows. First, the necessity of applying the different tools in the context of a broad inclusive green growth strategy is stressed, and a harmonized framework combining approaches and tools identified by all four IOs is set forth. Second, the document offers an overview of key tools that can be mobilized to implement an inclusive green growth strategy. Quick technical descriptions of these tools are offered along with suggested sources for further details. Finally, capacity building and knowledge sharing initiatives are presented, with the Green Growth Knowledge Platform (GGKP) highlighted as a powerful collaborative tool to advance policies for inclusive green economies

    Abstract: This report provides a new perspective on Africa’s urban economies that is unique in its breadth and level of detail. Based on data from more than 4 million individuals and firms in 2 600 cities across 34 countries, it presents compelling evidence that urbanisation contributes to better economic outcomes and higher living standards. It shows that across most socio-economic dimensions, cities significantly outperform the countries in which they are located. In Africa, urbanisation accounts for approximately 30% of the growth in per capita gross domestic product (GDP) over the past 20 years. Importantly, the gains from urbanisation on economic performance and quality of life extend beyond city boundaries, also benefiting rural areas. The report also shows that transnational clusters of cities are emerging along coasts as well as inland, offering new opportunities for economic development. Based on these findings, the report sets forth policy priorities at national and local levels that are essential to realise the potential of urbanisation. Among these, it argues that the role of cities should be fully anchored in national development planning. Moreover, local governments need greater fiscal and administrative capacity to become key actors in economic development.
