    Abstract: Abstract: Nation-states are no longer contained by their borders. In times of mass migration and ever more dense transnational networks, states of all sizes and all migration profiles reach out to their emigrated citizens in wholly new ways. The variety of policies that target emigrants ("emigrant policies") is so vast that it seems to have become a new state function. For example, it is well known that states are expanding citizen participation beyond the nation's boundaries through voting rights and new modalities of representation and that they are opening channels for remittance transfer and offering specific investment opportunities to returning emigrants. Juli 2009 stellen die schwersten Krawalle im autonomen Gebiet Xinjiang seit dem Jahr 1949 dar. Der Aufstand von Uighuren in Xinjiang hat für einige Wochen die internationale Berichterstattung beherrscht und daran erinnert, dass Xinjiang für die chinesische Regierung ein ähnlicher Brennpunkt ist wie Tibet oder Taiwan. Pekings Entwicklungs- und Minderheitenpolitik konnte die Spannungen zwischen Uighuren und Han-Chinesen nicht verringern. Hu Jintaos verfrühte Abreise vom G8-Gipfel unterstreicht zudem die hohe strategische Bedeutung Xinjiangs sowohl für die chinesische Zentralasien- als auch Innenpolitik. Ziel der Proteste vom 5. Juli war, auf die schwierige Situation der Uighuren innerhalb der chinesischen Gesellschaft aufmerksam zu machen. More than the various manifestations of their protests – from political upheaval in Tunisia or Chile to violence in Syria – it is youths’ worries about their own place in society that unify them. Even in the most divergent societies, youth are perceived as a problem group, despite the fact that a consistent definition of what constitutes youth has been absent to date. To base such a definition exclusively on age would be misleading: other factors, for example, social position, would remain unconsidered.     Abstract: Abstract: The number of migrants from conflict regions in Africa has been increasing dramatically. The European Union shares dual responsibility for the continuing migration pressure: First, because it fostered over decades corrupt and autocratic regimes with dire disregard to principles of 'good governance'. The aftermath of these regimes is still felt today and constitutes one of the underlying factors for politically motivated migration. Second, the EU contributed to Africa's economic misery due to its selfish external trade policy. Nevertheless, the prevailing perspective of the EU and of its member countries concerning African immigration remains to be focused on security, the foreclosure of its external borders and prevention. Current EU programs and concepts to fight African migration are questionable. Even development-oriented approaches are bound to fail, if not backed by sustainable immigration policies

Trotz unterschiedlicher Manifestationen zwischen politischem Aufbruch - wie in Tunesien oder Chile - und destruktiver Gewalt - wie in London - eint sie die Sorge um den eigenen Platz in der Gesellschaft. Jugendliche werden in den unterschiedlichsten Gesellschaften als Problemgruppe wahrgenommen, obgleich es bislang an einer einheitlichen Definition für Jugendliche mangelt. Diese ausschließlich auf der Basis des Alters festzulegen, wäre irreführend, blieben doch andere Faktoren, wie z.B. die soziale Stellung, unberücksichtigt. Keine Kinder mehr, aber noch nicht in den Kreis der Erwachsenen aufgenommen, befinden sich Jugendliche sowohl körperlich als auch sozial in einer Phase des Übergangs.
